Currency (Royal Australian Mint) Determination (No. 5) 2018

The instrument relies on two legal concepts from the Currency Act framework: the specification of denominations and standard compositions for coins under paragraph 13(2)(b) of the Act, and the specification of standard weights, designs and dimensions under subsection 13A(1) of the Act. Sections 5 and 6 of the determination are the operative clauses implementing those concepts. Section 5 makes the denomination and standard-composition amendments effective for the purposes of paragraph 13(2)(b) (s 5(1)-(2)). Section 6 fulfils the Act’s requirement for specification of weight, design and dimensions for the purposes of subsection 13A(1) (s 6(1)-(2)).

Terminology used in the schedule is defined within the instrument itself. The instrument defines the shorthand Act to mean the Currency Act 1965 (s 4). Part 2 of Schedule 1 is an interpretive table: it translates labelled symbols used in Part 1 into explicit descriptions of shape (S1), edge (E1), obverse designs (O1, O2) and reverse designs (R1, R2) (Schedule 1, Part 2).

The Schedule enunciates both quantitative and qualitative standards. Quantitative standards comprise standard weight and allowable variation (expressed in grams) and maximum diameter and maximum thickness (expressed in millimetres) for each listed coin (Schedule 1, Part 1 table). Qualitative standards comprise material composition (for example, "Copper, aluminium and nickel" or "At least 99.9% silver"), shape ("Circular" S1), edge type ("Interrupted milling" E1), and detailed specifications of obverse and reverse motifs and inscriptions (O1, O2; R1, R2) (Schedule 1, Part 1; Part 2).

Two items deserve attention as specific technical concepts in the text. First, the notation for allowable weight variation differs between entries: items 1 and 3 list "9.00 ± 0.66", a conventional ± tolerance, while item 2 lists "11.66 + 0.30", a one-sided plus figure. The instrument itself does not explain that asymmetry elsewhere in the text; therefore the schedule’s notation must be read as it stands (Schedule 1, Part 1). Second, s 6(3) specifies the measurement rule for circular concave coins , references to maximum diameter or other dimension are references to the shortest diameter , which affects how the listed millimetre dimensions must be interpreted in manufacturing and compliance measurement (s 6(3)).

Design descriptions in Part 2 are specific and prescriptive. Obverse O1 requires an effigy of Queen Elizabeth II and the inscriptions "ELIZABETH II .", "AUSTRALIA", a year in Arabic numerals and the letters "JC" (Schedule 1, Part 2, item 3). Obverse O2 is similar but includes the inscription ". 1 DOLLAR ." and the initials "IRB" (Schedule 1, Part 2, item 4). Reverse R1 describes a design that itself includes an effigy of Queen Elizabeth II and the initials "IRB" plus the inscriptions "AUSTRALIAN COINAGE PORTRAIT 1998 - 2019" and ". ONE DOLLAR ." (Schedule 1, Part 2, item 5). Reverse R2 is a multipart, pictorial and textual design tied to the Invictus Games and includes a coloured semicircle with dotted lines, a representation of a male athlete wearing running blades in a crouch start position, a horizontal line, representations of the word "Sydney" and the number "13" in braille print, arrays of horizontal and vertical lines, and the words "INVICTUS GAMES", "SYDNEY 2018" and the initials "AS" (Schedule 1, Part 2, item 6).

The instrument is explicit it does not displace other determinations made under the same provisions of the Act; sections 5(3) and 6(5) preserve other determination provisions (s 5(3); s 6(5)). Finally, ministers exercise delegated specification power under the Act and the instrument is the vehicle by which those specifications are recorded and brought into effect as part of the Act’s operation (s 3; s 5(2); s 6(2)).

Primary legal effect is on the statutory Schedule to the Currency Act 1965: the instrument instructs that the Act has effect as if the listed denominations and standard compositions were included in the Act’s Schedule (s 5(2)). The title and subject matter of the instrument focus on coin specifications and design for Australian coinage; therefore the principal practical actors affected by the determination are the officials and production bodies responsible for issuing coins under the Act, and any persons or entities whose operations interact with legal specifications of coinage.

The instrument itself identifies the determiner: the instrument was made by the Minister for Revenue and Financial Services, Kelly O’Dwyer, and is a ministerial determination under the Act (instrument header and s 3). That indicates the decision-maker and legal authorisation exercised to issue the specified standards. The text does not, however, itself name specific operational agencies as addressees beyond the instrument title which includes "Royal Australian Mint". The Schedule and the Act operate together; the Schedule entries become the standard compositions and specifications which the Act applies (s 5(2); s 6(2)). Practically, production and design units within the Royal Australian Mint, or any agent tasked with minting official coins pursuant to the Currency Act, will need to observe the listed standards when producing coins corresponding to the listed denominations and designs. The instrument does not set out any licence, procurement or contractual mechanisms for commissioning or selling such coins.

Persons who handle, accept or otherwise transact in $1 coins are indirectly affected because the legal definition of the coin , its standard composition, weight, dimensions and inscriptions , is specified in legislation as modified by this instrument. That can matter for authentication processes, numismatic valuation, and for machines that accept coins by diameter, thickness, weight or edge pattern. For concave coins, the measurement rule in s 6(3) affects how diameter is assessed.

Collectors and numismatic traders are affected to the extent that the instrument introduces a silver $1 coin (item 2) with a composition requirement of "At least 99.9% silver" and a specific weight and dimensions (Schedule 1, Part 1). The introduction in the schedule of a coloured pictorial reverse (R2) with braille and tactile elements may affect collecting markets and secondary sale practices, and may require different handling and authentication standards.

Manufacturers of coin-accepting equipment and vending machine operators are affected because the instrument prescribes maximum diameters and thicknesses (Schedule 1, Part 1) and an interrupted milling edge (E1). The specific diameters and thicknesses are quantifiable (for the three items, 25.12 mm/25.20 mm diameter and thickness 3.46 mm/3.25 mm as stated), so operators that rely on physical attributes for coin validation must ensure compatibility or re-calibration where new coins enter circulation.

Finally, the instrument’s preservation clauses (s 5(3); s 6(5)) mean that other determinations made under the same Act retain operability; entities that rely on earlier determinations should consider the cumulative set of specifications in force under the Act’s Schedule.

The determination is a specifications instrument rather than a rights-and-obligations regime. It imposes specification duties in the sense of legal standards to be met for identified coins. The instrument instructs that the Schedule to the Act will have legal effect as if it contained the denominations and the standard compositions listed in Part 1 of Schedule 1 (s 5(2)(a)-(b)). That creates a statutory duty, in practical terms, on any actor mandated by the Act to produce or certify coinage to adhere to those standards for denomination, composition, weight, allowable variation, diameter, thickness, shape and edge.

Section 6 requires that, on and after commencement, each table item in Part 1 of Schedule 1 specifies the standard weight, allowable variation, design and dimensions for the coin whose denomination and standard composition are specified in that item (s 6(2)). That is the operative direction that attaches to the listed denominations: where a coin corresponds to an item, that coin’s physical properties must be consistent with the corresponding table row. The measurement rule for concave coins, s 6(3), must be applied when determining compliance with maximum diameter specifications.

The instrument itself does not set out procedural duties such as recordkeeping, certification, labelling, sale or distribution obligations. It also does not set out explicit rights such as private entitlements to demand exchange, reimbursement for defective coinage, or rights to tender. Any such duties or rights would be matters governed by the broader Currency Act 1965 and associated administrative arrangements; the determination confines itself to specifying the physical and design standards to be applied for the purposes of the Act (s 3; s 5(2); s 6(2)).

Interpreting design entries requires reference to the symbol explanations in Part 2 of Schedule 1. For example, where Part 1 indicates Obverse O1, the obligation is to produce the obverse matching the O1 description in Part 2: an effigy of Queen Elizabeth II and the listed inscriptions including "ELIZABETH II ." and "JC" (Schedule 1, Part 2, item 3). Similarly, Obverse O2 and Reverse R1 and R2 are defined with detailed elements. The instrument thereby imposes a duty to reproduce specific text and pictorial elements on the faces of the coins as described.

The instrument contains non-displacement provisions. Section 5(3) states that the section does not affect any other provision of a determination made for the purposes of paragraph 13(2)(b) of the Act; s 6(5) contains the equivalent non-displacement for determinations made under subsection 13A(1) (s 5(3); s 6(5)). Those clauses may be read as preserving any existing duties or specifications imposed by earlier determinations under the same Act, indicating that the new specification operates alongside the existing regulatory framework.

No penalties or enforcement mechanisms are stated in the determination itself. Consequently, the text does not create statutory sanctions within its own provisions. Enforcement, penalties and procedural remedies, if any, would be governed by the Currency Act 1965 or other relevant legislation. The determination’s function is the legal prescription of coin specifications; it does not set out administrative or criminal consequences in its text.

The instrument contains no standalone penalty clauses or enforcement procedures. It is a specification instrument that operates by directing that the Schedule to the Currency Act 1965 have effect as if it included the listed items (s 5(2); s 6(2)). Sections 5(3) and 6(5) explicitly state that those sections do not affect other provisions of determinations made for the purposes of the same Act provisions, which implies that enforcement mechanisms, if any, are to be found in the Act or in other determinations rather than within this instrument (s 5(3); s 6(5)).

Because this instrument is made under paragraph 13(2)(b) and subsection 13A(1) of the Currency Act 1965, any statutory offences, penalties or enforcement powers that apply to failure to comply with legal specifications of coinage would derive from the Act itself or from other regulations and determinations issued under the Act; the instrument does not reproduce or restate such provisions (s 3; s 4). The text therefore confines itself to technical specification and leaves enforcement to the statutory framework that authorises the specification.

Practical enforcement and risk allocation will follow from how the responsible authorities implement and police compliance with the specifications. The instrument identifies the Minister as the maker of the determination (header and s 3), and reveals that the Schedule is to be read as part of the Act for specified purposes (s 5(2); s 6(2)). In operational terms, any entity charged under the Act with manufacturing, issuing or certifying coins would be expected to ensure that coins meet the statutory specifications, but the instrument itself does not articulate inspection, testing, certification, destruction, recall or penalty procedures.

A reader seeking the specific enforcement regimes or penalties applicable to noncompliant coinage will need to consult the Currency Act 1965 and any related determinations, regulations or administrative instruments. The determination’s non-displacement clauses caution that other determinations remain in force and may contain relevant compliance or enforcement mechanisms (s 5(3); s 6(5)). Within the confines of this determination, compliance is effectuated by making the specifications legally operative; enforcement mechanisms are not part of this instrument’s textual content.

The determination is explicitly made under the Currency Act 1965 (s 3) and operates by altering how that Act has effect with respect to the Act’s Schedule. Section 5 directs that, for the purposes of paragraph 13(2)(b) of the Act, the Act shall have effect as if the Schedule to the Act included the denominations and standard compositions specified in Part 1 of Schedule 1 to the instrument (s 5(1)-(2)). Section 6 performs an analogous operation in respect of subsection 13A(1) of the Act by prescribing the standard weight, allowable variation, design and dimensions of coins, and directing that the items set out in Part 1 of Schedule 1 are to be treated as specifying those standards (s 6(1)-(2)).

Sections 5(3) and 6(5) state that the sections do not affect other provisions of a determination made for the purposes of the same Act provisions (s 5(3); s 6(5)). That language indicates a statutory layering effect: this determination supplements the body of determinations made under those parts of the Currency Act without intending to repeal or override other determinations. The instrument is therefore to be read alongside pre-existing determinations under paragraph 13(2)(b) and subsection 13A(1).

Interpretive interaction is also provided for measurement of concave coins. Section 6(3) specifies that references in Part 1 to maximum diameter or other dimension of a circular concave coin are references to the shortest diameter (s 6(3)). That definitional rule informs how the dimensional figures in the Schedule should be applied in practice and interacts with established measurement standards that may be used by manufacturers, testing bodies or inspectors.

The Schedule contains textual inscriptions and representations such as "ELIZABETH II .", "AUSTRALIA", and date inscriptions on the obverse; and phrases including "AUSTRALIAN COINAGE PORTRAIT 1998 - 2019", ". ONE DOLLAR .", "INVICTUS GAMES", "SYDNEY 2018" and the initials "IRB" and "AS" on reverses (Schedule 1, Part 2). Use of the royal effigy and the Queen’s name interacts with constitutional or protocol arrangements around the Crown’s portrayal on Australian coinage established within broader law and practice, but this instrument itself supplies only the design prescriptions and does not address wider heraldic or protocol rules.

The Schedule also requires material and purity standards for composition: one $1 coin is prescribed as "At least 99.9% silver" (Schedule 1, Part 1, item 2). That prescription will interact with any statutory labelling, trade, consumer protection or customs regimes that treat silver content or precious metal products. The instrument does not itself set out labelling obligations or certification requirements for precious-metal content, so such interactions depend on separate legislative or administrative instruments.

Finally, the instrument’s title identifies it as a Currency (Royal Australian Mint) Determination and it is made by the Minister for Revenue and Financial Services. That situates the instrument within the executive decision-making and delegated legislation regime. Any statutory or regulatory obligations that bind the Royal Australian Mint or other public agencies will determine operational implementation. The determination states that it does not affect other provisions of prior determinations made under the same provisions of the Act, therefore its effect is cumulative with existing regulatory material.

The determination identifies itself as Currency (Royal Australian Mint) Determination (No. 5) 2018 and is dated 28 August 2018 (instrument header). It commences on the day after it is registered (s 2). The text of the instrument records the authority under which it is made , paragraph 13(2)(b) and subsection 13A(1) of the Currency Act 1965 , and defines the shorthand Act as the Currency Act 1965 (s 3; s 4).

Beyond the single instrument text provided, no other amendments or prior iterations appear within the instrument itself. Sections 5(3) and 6(5) preserve other determinations made for the purposes of the same parts of the Act, which implies the existence of other determinations in the statutory landscape; however, this instrument does not reproduce or describe previous determinations, nor does it explicitly revoke or amend them (s 5(3); s 6(5)). The instrument therefore functions as an additive specification for the Act’s Schedule rather than as an amending instrument that expressly repeals prior determinations.

The Schedule to the instrument is the operative content that is to be read into the Schedule to the Currency Act 1965 for the relevant purposes (s 5(2); s 6(2)). The table in Schedule 1, Part 1 contains three items specifying $1 coins with particular compositions, weights and designs. Part 2 explains the design symbols used in Part 1. The instrument’s own internal structure does not record any prior versions, amendments, or repeals. The instrument does not include consequential amendments to other statutes or regulations in the text provided.

Where a researcher requires a chronological or comparative view, the instrument itself indicates it is Determination No. 5 for 2018, suggesting prior determinations numbered 1 to 4 for 2018 may exist. The instrument’s preservation clauses (s 5(3); s 6(5)) indicate that other determinations remain relevant. To obtain a full amendment history of the Schedule to the Currency Act 1965, including earlier determinations, one must consult the statutory register and the Currency Act’s Schedule as updated in consolidated form. That further material is outside the text of this instrument.

In short, the instrument records its author, date and commencement, and it operates additively by instructing that certain denominations and specifications be treated as if they were in the Act’s Schedule (s 2; s 3; s 5(2); s 6(2)). It does not record internal amendments to other instruments nor displace other determinations made under the same statutory provisions (s 5(3); s 6(5)).

The instrument contains no case references and does not record any litigation history. It is a specification determination that prescribes technical and design standards for certain coins and does not itself contain or reference judicial decisions, appeals or administrative tribunal matters. The text does not mention any proceedings, legal challenges, or adjudicative interpretations that have arisen in relation to this instrument.

Given that the determination operates by instructing the Schedule to the Currency Act 1965 to be read as if it included the specified entries (s 5(2); s 6(2)), any litigation about compliance, interpretation or enforcement would logically arise under the Currency Act or under administrative action taken pursuant to it. However, this instrument does not itself provide or summarise litigation outcomes. The absence of litigation material in the instrument means that any researcher seeking judicial treatment of these specifications must look to court records and decisions outside the instrument text.

If a dispute were to arise about, for example, the interpretation of a design element (such as the exact rendering required by R2) or about whether a minted coin meets the specified tolerance (for example whether the weight falls inside "9.00 ± 0.66" or the unusual "11.66 + 0.30"), those matters would be resolved by reference to the Act, implementing administrative practice, and potentially by judicial review or statutory offence proceedings where provided by law. The instrument itself provides the technical standard but does not provide adjudicative guidance or report outcomes.

Therefore, the determination presents no litigation history within its text. Any assessment of how courts have treated similar determinations, or any legal contests about the meaning or application of these specifications, requires external court materials and is not supplied by the instrument.

Several technical and drafting features in the instrument can cause practical uncertainty or require careful operational interpretation.

1. Asymmetric allowable variation notation. For the silver $1 coin (Schedule 1, Part 1, item 2) the standard weight is expressed as "11.66 + 0.30". That is not the symmetric "±" notation used for the copper-aluminium-nickel items ("9.00 ± 0.66" in items 1 and 3). The instrument does not explain whether the silver item’s notation permits only a positive upward tolerance and no downward tolerance, or whether the notation is shorthand for a symmetric tolerance. The specification must be read as it stands, and practitioners should seek administrative clarification if a symmetric tolerance is intended. The instrument contains no interpretive gloss for that difference (Schedule 1, Part 1).

2. Measurement for concave coins. Section 6(3) instructs that references in Part 1 to the maximum diameter or other dimension of a coin that is circular concave are references to the shortest diameter of the coin (s 6(3)). If a coin design incorporates concavity, this rule changes which diameter measurement is the binding one for compliance. Practically, testing and calibration equipment must adopt that shortest-diameter rule where concavity exists.

3. Duplicate effigy references. Reverse R1 describes "a design consisting of: (a) an effigy of Queen Elizabeth II and the initials 'IRB'; and (b) the following: 1. 'AUSTRALIAN COINAGE PORTRAIT 1998 - 2019'; 2. '. ONE DOLLAR .'." The obverse O1 and O2 also require effigies of Queen Elizabeth II (Schedule 1, Part 2, items 3-5). The instrument therefore prescribes designs where an effigy of the Queen may appear on both faces depending on the item. That is a specific design prescription that may be unexpected in standard coinage practice, and it should be followed literally because the Schedule fixes the description.

4. Colour and pictorial elements. Reverse R2 specifies a coloured semicircle with white, grey and yellow dotted lines on a black background, plus a pictorial representation of a male athlete wearing running blades and braille representations of "Sydney" and "13" (Schedule 1, Part 2, item 6). The instrument prescribes colour and tactile elements, which require manufacturing processes capable of applying colour to a coin surface and producing tactile braille. The instrument does not specify how colour fidelity or braille tactile height should be tested. Implementers should note that the legal specification requires those colour and tactile elements but does not provide measurement tolerances for them.

5. Material precision for silver. Item 2 prescribes a standard composition of "At least 99.9% silver" (Schedule 1, Part 1, item 2). That is a high purity standard and requires assay capability to verify compliance. The instrument does not specify assay methods, certification, or labelling protocols for silver content.

6. Symbol interpretation. Part 1 uses symbols S1, E1, O1, O2, R1, R2, and Part 2 defines them (Schedule 1, Part 2). Correct implementation requires accurate cross-referencing to Part 2 to ensure the obverse and reverse inscriptions and graphics are precisely those intended. Small punctuation marks matter because Part 2 reproduces punctuation: for example O1 lists "ELIZABETH II ." with a full stop following the Roman numeral part. Implementation must reflect the literal textual prescriptions.

7. No enforcement detail. The instrument creates technical standards but contains no enforcement, inspection or certification procedures. Where legal consequences flow from noncompliance with coin specifications under the Currency Act, those consequences come from the Act or other instruments; the present instrument does not specify them (s 5(3); s 6(5)). Implementers should therefore consult the Act and related administrative instruments for enforcement guidance.

8. Preservation of other determinations. Sections 5(3) and 6(5) preserve other determinations. That means that the Schedule to the Act may contain multiple specification entries; implementers must consider the full set of applicable determinations to determine the current law of coin specifications and any overlaps or conflicts (s 5(3); s 6(5)).

9. Exact textual elements. Several inscriptions are quoted verbatim in Part 2. For statutory accuracy, coin legends and initials should be reproduced exactly as written, including spacing, punctuation and capitalisation. For example, R1 requires "AUSTRALIAN COINAGE PORTRAIT 1998 - 2019" and the inscription ". ONE DOLLAR .", which include specific punctuation and spacing.

10. Scope limited to listed denominations. Part 1 lists three $1 items. The determination affects only those denominations and compositions it specifies (Schedule 1, Part 1). It does not purport to set standards for other denominations in this instrument; other determinations will deal with those or the Schedule to the Act as originally constituted will continue to apply for them (s 5(3); s 6(5)).

These features create operational issues that call for careful manufacturing controls, explicit measurement protocols and possibly administrative clarifications about tolerance interpretation, assay methods, colour application standards and the treatment of concave dimensions.

Compliance with this determination requires producing or certifying coins that meet the statutory specifications set out in Schedule 1, Part 1, read together with the symbol explanations in Part 2. The following checklist-style actions flow directly from the instrument and will assist operational compliance:

1. Verify legal effect and commencement. Note that the instrument commences on the day after registration (s 2). From that date onwards, the Act is to be read as if the listed items were included in the Act’s Schedule for the purposes specified (s 5(2); s 6(2)).

2. Cross-reference Part 1 to Part 2. For each coin to be produced or certified, identify the Part 1 table row and then apply the symbol explanations in Part 2 to determine exact obverse and reverse design elements (Schedule 1, Part 1; Part 2). For example, if a row lists O2 and R2, the implementer must reproduce obverse O2 and reverse R2 as described in Part 2.

3. Material composition and purity. For the silver $1 coin in item 2, ensure metal content is "At least 99.9% silver" (Schedule 1, Part 1, item 2). Put in place assay and quality assurance processes capable of demonstrating that purity through valid assay reports or equivalent documentation. For items listing "Copper, aluminium and nickel" (items 1 and 3), record and control alloy specifications even though the instrument does not provide percentages; document the alloy recipe used in production runs.

4. Weight and allowable variation. Use precision weighing equipment to ensure the standard weight and the allowable variation ranges are met. Items 1 and 3 require "9.00 ± 0.66" grams (Schedule 1, Part 1, items 1 and 3). Item 2 requires "11.66 + 0.30" grams (Schedule 1, Part 1, item 2); because the notation differs from ±, seek administrative confirmation where necessary about whether the tolerance is one-sided or symmetric, and record the decision-making authority and its interpretation for audit trails if no clarification is available.

5. Dimensions and concavity rule. Set up tooling to achieve the maximum diameter and maximum thickness specified (Schedule 1, Part 1). If a coin is circular concave, apply s 6(3): the relevant diameter is the shortest diameter (s 6(3)). Ensure calibration and measurement protocols recognise that concave-critical measurement rule.

6. Edge and shape. Ensure the edge is "Interrupted milling" E1 and the shape is circular S1 where required (Schedule 1, Part 1; Part 2, items 1-2). Implement edge-forming techniques that produce interrupted milling to the same specification as used historically for similar Australian coins, and document milling profiles.

7. Obverse and reverse design fidelity. Reproduce the obverse and reverse images and inscriptions exactly as prescribed. For obverses, check for the presence of textual elements such as "ELIZABETH II .", "AUSTRALIA", the year in Arabic numerals, and initials such as "JC" or "IRB" as required by O1 and O2 (Schedule 1, Part 2, items 3-4). For reverses, where R1 prescribes an effigy plus "AUSTRALIAN COINAGE PORTRAIT 1998 - 2019" and ". ONE DOLLAR .", ensure those elements are included (Schedule 1, Part 2, item 5). For R2, ensure the coloured semicircle and the pictorial representations, braille elements and inscriptions "INVICTUS GAMES" and "SYDNEY 2018" appear as specified (Schedule 1, Part 2, item 6).

8. Colour and tactile features. For coins requiring colour (R2) and braille, adopt manufacturing methods that can apply colours to coin surfaces and that can produce tactile braille. Define acceptance tolerances for colour placement, colour palette accuracy, contrast, and braille tactile height and spacing, and document testing protocols for those features. Because the instrument does not supply tolerances for colour or tactile elements, record an internal specification and seek approval from the responsible authority where necessary.

9. Quality assurance and documentation. Maintain production records that tie each run to the relevant Schedule item, show composition certificates, weight batch testing results, dimensional inspection reports, and photographic records of obverse and reverse faces. Keep records of any administrative interpretations of ambiguous notations such as "11.66 + 0.30".

10. Coordinate with coin-acceptance stakeholders. Notify manufacturers of coin validators, vending machine operators and other stakeholders that physical coin parameters may have changed (diameter, thickness, weight) and that coins with new visual and tactile features are entering circulation. Provide technical datum sheets specifying the actual tolerances used and test results to reduce acceptance errors.

11. Legal harmonisation. Because the instrument leaves enforcement and other determinations intact (s 5(3); s 6(5)), ensure that production and distribution plans take into account any other determinations under paragraph 13(2)(b) or subsection 13A(1) of the Currency Act that may be in force. Obtain legal advice or an administrative confirmation as to how this instrument interacts with any previous specifications you rely on operationally.

12. Administrative queries and documentation of ambiguity. Where the schedule uses non-standard notation or prescribes features that require further technical guidance (for example asymmetric tolerances, colour fidelity, braille production), document any queries and obtain written clarifications from the responsible ministerial or mint authority. Retain those clarifications in the compliance file.

13. Public and collector-facing information. If coins with different compositions and designs will be issued, prepare collector notices and distribution information that accurately quote the inscriptions and technical specifications as set out in Schedule 1 so that secondary markets and consumers have authoritative descriptions.

Following the above steps will align production and certification activities with the instrument’s prescriptions. The instrument does not create criminal penalties or administrative sanctions within its text; compliance obligations arise from the specification itself and from any consequential enforcement provisions that exist in the Currency Act or other instruments. For any uncertainty about legal effects beyond specification, consult the Currency Act 1965 and relevant administrative guidance.
