Currency (Royal Australian Mint) Determination (No. 4) 2018

The instrument operates by statutory specification and cross-reference to the Currency Act 1965. The principal legal concepts and mechanisms it uses are these:

• Statutory determination under delegated authority. The instrument is a determination made under specific provisions of the Currency Act 1965. Section 3 records the authority as paragraph 13(2)(b) and subsection 13A(1) of the Act. Sections 5 and 6 each state expressly that they are "made for the purposes" of those provisions (s 5(1); s 6(1)). The effect is to treat the instrument as a delegated legislative act that fills in technical standards the primary Act requires.
• Incorporation into the Act’s Schedule. The instrument does not itself enact a stand‑alone code of coin standards; instead, s 5(2) provides that the Act is to have effect "as if" the Schedule to the Act included the denominations and the standard compositions specified in Part 1 of Schedule 1 to the instrument. That is a legal fiction frequently used to update a parent statute’s schedule by subordinate instrument.
• Technical specification by table. The core regulatory content is a tabular specification in Schedule 1 Part 1. Each row of the table sets out: denomination, standard composition, standard weight and allowable variation (in grams), maximum diameter or other dimension (in millimetres), maximum thickness (mm), shape symbol (S1 or S2), edge symbol (E1-E3), obverse symbol (O1) and reverse symbol (R1-R7). The instrument therefore relies on a combination of numeric tolerances (weights, dimensions) and symbolic shorthand for designs.
• Symbol glossary. Part 2 of Schedule 1 provides authoritative definitions of each shape, edge, obverse and reverse symbol used in Part 1 (sch. 1, Part 2, items 1-13). The obverse O1 is specified as an effigy of Queen Elizabeth II with particular inscriptions, including "ELIZABETH II", "AUSTRALIA", a year in Arabic numerals, and "IRB" (sch. 1, Part 2, item 6). Reverse designs are set out in detail in items R1-R7, some of which differ only by a letter enclosed in a square to indicate a mint mark.
• Measurement rule for non-circular coins. Section 6(3) supplies a rules-of-construction point: for tetradecagonal coins a reference to maximum diameter or other dimension is a reference to the shortest diameter. This is a precise measurement rule that will matter for coins recorded as S2 (tetradecagonal) in the table.
• Savings and non-derogation clauses. Both s 5(3) and s 6(5) state that the section does not affect other provisions of prior determinations made for the same statutory purposes. The instrument therefore treats itself as additive or substitutive only to the extent specified, and avoids an implied repeal of other determinations beyond its scope.

These concepts underline that the instrument’s function is configurational and technical. It converts design and physical parameters into legally recognised "standard composition" and "standard weight" for the specified denominations under the Currency Act (s 5(2); s 6(2)). The text contains no penalty clause, enforcement mechanism, or operational timetable beyond the commencement rule (s 2); those matters, if relevant, remain governed by the Currency Act and any other applicable laws.

The instrument itself is short and does not name parties required to act. The legal effect of the instrument, however, is to change the statutory standard for what counts as the specified coins under the Currency Act 1965. From that legal change follow practical effects on identifiable actors, but each is an inference from the statutory function rather than an express statutory obligation in the instrument. The instrument gives legal force to the following practical points:

• The Currency Act’s Schedule. Section 5(2) makes the denominations and standard compositions specified in the instrument part of the Schedule to the Currency Act 1965. The immediate legal effect is on the legal meaning of "standard composition" and the denominations listed in that Schedule. Any party whose legal position depends on the Act’s Schedule will be affected because the Act will now "have effect, on and after the day on which this instrument commences, as if" those entries were in the Schedule (s 5(2)). That is a legal mechanism affecting statutory interpretation and application.
• Designers and mints (inferred). The table specifies obverse and reverse designs and, in Part 2, the precise design elements (e.g. an effigy of Queen Elizabeth II, particular inscriptions, representations of flora and fauna, mint mark letters enclosed by squares). Those design specifications will inform whoever prepares and issues physical coins. The title of the instrument identifies the Royal Australian Mint, and the specified symbols include mint letters M, S, A, U, and S enclosed by a square (sch. 1, Part 2, items 7-11). The instrument therefore has immediate relevance to coin production decisions and to any entity preparing dies, artwork or production specifications.
• Users of coins and coin-accepting devices (practical effect). The instrument fixes dimensions, shape and edge details (e.g. S1 circular; S2 tetradecagonal; edges E1 interrupted milling, E2 continuously milled, E3 plain), and prescribes maximum diameters and thicknesses (sch. 1, Part 1; sch. 1, Part 2 items 1-5). These physical parameters will affect privately operated coin-handling equipment, vending and parking machines, and commercial acceptance processes, because those systems rely on physical tolerances. While the instrument does not expressly regulate private devices, changing legal standards for what counts as a standard coin can have downstream operational effects on entities that handle or calibrate machines to accept legal tender.
• Numismatists and purchasers of special-issue coins (practical effect). The table includes a $1 coin with composition "At least 99.9% silver" and weight recorded as "31.103 + 3.00" and other inscriptions specific to that design (sch. 1, Part 1 item 6; sch. 1, Part 2 item 12). Those specifications identify a high-purity silver one ounce coin with a designer’s initials "SMS" and specific inscriptions. The instrument will therefore be relevant to collectors, dealers and persons transacting in or marketing such coins, because it sets the legally recognised standard description for that item.
• Government accounting and supply (inferred). The instrument is a legal specification of coins. Any government agency or entity that accounts for issued coin stock, or that contracts for production of coinage, will need to reference the new statutory standards in procurement, quality control and inventory records. This is an inference from the instrument’s role in establishing statutory standards rather than an express direction in the text.

What the instrument does not do, and therefore does not directly affect, is create offences, penalties or an enforcement regime; no such mechanisms are contained in the instrument (compare sections 5-6 and Schedule 1). Any enforcement or penalty consequences arising from deviation from the statutory standards will arise, if at all, under the Currency Act 1965 or other laws rather than within this instrument. The instrument also contains savings language, noting that it does not affect other determinations made for the same statutory purposes (s 5(3); s 6(5)), so parties must look to other determinations alongside this one where relevant.

This determination is primarily a technical specification instrument. It does not itself set out a broad array of duties or grant substantive rights in the way a primary statute might. Nevertheless, it creates legal standards that give rise to duties and rights by operation of statutory cross-reference to the Currency Act 1965. The principal legal effects that create duties or shape rights are:

• Legal recognition of standard composition and design. Section 5(2) provides that the Act has effect "as if" the Schedule to the Act included the denominations and the standard compositions specified in Part 1 of Schedule 1. That operation effectively creates a legal duty on persons designing, issuing or representing coins to adhere to the listed definitions if they rely on the Act’s Schedule for legal recognition. Conversely, it creates a legal right for third parties to rely on those statutory definitions when dealing with coins that conform to those specifications. The instrument therefore changes the baseline legal description of what constitutes a coin of those denominations under the Act (s 5(2)).
• Duty to meet specified tolerances for weight and dimension (as legal standard). Section 6(2) declares that each item of Part 1 of Schedule 1 specifies the standard weight, the allowable variation from that standard weight, the design and the dimensions of the coin. Once these become the Act’s standards, persons who represent a coin as being of a particular denomination that falls within those statutory definitions will be expected to conform to those tolerances. The table lists explicit weight tolerances, for instance 9.00 ± 0.66 g for certain $1 coins and 15.37 ± 1.00 g for the 50c coin (sch.1, Part 1).
• Obligation of precise measurement for tetradecagonal coins. Section 6(3) prescribes a measurement rule: for tetradecagonal coins, any reference to maximum diameter or other dimension is to be read as the shortest diameter. That is a construction rule that governs how compliance with dimensional requirements must be measured.
• Duty to use specified obverse and reverse inscriptions and motifs where the instrument prescribes them. Part 2 of Schedule 1 lists explicit obverse content (O1) and reverse designs R1-R7. For example, O1 mandates an effigy of Queen Elizabeth II and the inscriptions "ELIZABETH II", "AUSTRALIA", a year in Arabic numerals, and "IRB" (sch.1, Part 2, item 6). Reverse R1 requires representations including a traditional Aboriginal Australian and the Southern Cross and the inscription "2 DOLLARS" together with the letter "M" enclosed by a square (sch.1, Part 2, item 7). Where legal recognition under the Act depends on design criteria, those specifications operate as binding standards to be met.
• Rights of statutory reliance. Entities and persons relying on the Currency Act’s Schedule to identify or validate coinage have a right to rely on the definitions and specifications provided by the instrument once they are incorporated into the Act by s 5(2) and s 6(2).

What is not present in the instrument and thus not imposed as a duty here:

• There are no express obligations directed at private persons, no licensing requirements, and no explicit criminal penalties or enforcement provisions included in this instrument. Sections 5(3) and 6(5) explicitly state the instrument does not affect other provisions of determinations made for the same statutory purposes, and the instrument contains no separate enforcement apparatus. Therefore, any coercive consequences of non-compliance will depend on the Currency Act itself or relevant other legislation, not on provisions of this determination.

Read together, the instrument creates legalised technical standards which supply the content of duties and rights under the Currency Act: duties of compliance with the weight, composition, shape, edge and design standards where legal recognition under the Act is required; and rights of third parties to treat coins conforming to those standards as the denominations and compositions specified.

The determination does not itself create penalties, offences or an explicit enforcement regime. The instrument is a subordinate legislative specification of physical and design standards; enforcement and penalties, where relevant, would have to be found in the Currency Act 1965 or another statutory source. The instrument’s text contains no section imposing fines, custodial penalties, or enforcement powers, and it contains no procedural provisions describing inspections, certifications or tests. Relevant source points are:

• Section 3 states the instrument is made under paragraph 13(2)(b) and subsection 13A(1) of the Currency Act 1965. The instrument therefore is a delegated act implementing the parent statute. Any penal or enforcement consequences for deviation from the statutory standards will have to be located in the primary Act or other applicable legislation, rather than in the instrument itself.
• Sections 5(2) and 6(2) make the Schedule and table entries effective under the Act. They do not, however, attach penalties to non-conformity in this instrument. They simply change the legal baseline by treating the Schedule as if it contained the specified denominations, compositions and measurements.
• Sections 5(3) and 6(5) preserve other provisions of previous determinations for the same purposes, implicitly recognising that enforcement-related provisions may lie in other instruments or statutory provisions.

Because the instrument is silent on enforcement, users, issuers and regulators must turn to the Currency Act 1965 for any enforcement mechanisms. The instrument’s effect is therefore to alter what counts as a standard coin; the enforcement consequences of counterfeiting, misrepresentation or non‑conformance remain a function of the Act or other statutes and the administrative arrangements that implement them. Practically, this design raises several implementation questions outside the instrument’s text:

• Which administrative body has responsibility for testing and certifying conformity with the weight and design tolerances that are now part of the Act’s standards.
• What evidentiary standards will be used in disputes about whether a given coin falls within the allowable variation set out in the table (for example, interpreting "31.103 + 3.00" for the silver $1 coin).
• Whether existing enforcement resources and procedures under the Currency Act will be applied to these specific denominations and designs.

Those operational enforcement points are not addressed by this instrument; they must be resolved through the parent statute, administrative practice, or other legal instruments. In practice, parties seeking to assess compliance or to bring enforcement actions should consult the Currency Act 1965 and any associated regulations or ministerial directions for the applicable penalty and enforcement frameworks.

This determination operates by reference to the Currency Act 1965 and is expressly made under that Act (s 3). Its design as a subordinate instrument means it interacts with other laws in several specific ways that can be inferred from the instrument itself:

• Incorporation into the parent statute. Section 5(2) directs that the Act "has effect, on and after the day on which this instrument commences, as if" the Schedule to the Act included the denominations and standard compositions specified in the instrument’s Schedule. That is a statutory mechanism for updating the Act’s Schedule by subordinate instrument. Therefore, the instrument operates as an input into the Act’s legal definitions and will be read as part of the legal framework created by the Act.
• Non-derogation of prior determinations. Both s 5(3) and s 6(5) state the section does not affect any other provision of a determination made for the purposes of the same parts of the Currency Act. This means the instrument is not intended to impliedly repeal or override other determinations unless they are expressly inconsistent. Practically, any interaction or inconsistency with prior determinations requires resolution by reference to the parent Act’s rules about the operation of subordinate instruments and the text of other determinations themselves.
• Relationship to measurement and trade laws. The instrument prescribes weights, allowable variation and dimensions. Where other laws use coin weight or composition as an input, for example, laws concerning precious metals, trade descriptions, consumer protection, or measurement standards, those laws could interact with the determinations here. The instrument does not itself set out any exemptions or cross‑referenced obligations in those fields; it simply supplies the statutory standards that other regimes may take into account.
• Intellectual property and design rights. The instrument specifies designs and the presence of designer initials (for example, the silver $1 reverse includes the initials "SMS", sch. 1, Part 2, item 12). The instrument does not grant or extinguish copyright, moral rights or design rights; it merely records the design elements as part of the legal description of the coin. Any intellectual property rights associated with artworks, effigies or motifs will remain a separate matter governed by intellectual property law and contractual arrangements, not by the instrument itself.
• Mint marks and identification. The reverse design entries R1-R5 use boxed letters such as 'M', 'S', 'A', 'U', and 'S' in a square (sch. 1, Part 2, items 7-11) as distinguishing features. Those features may interact with customs, export control, or numismatic rules that use mint marks to identify provenance. The instrument does not regulate those downstream interactions; it merely defines the appearance and content of the minted object as a statutory standard under the Currency Act.
• Absence of express interaction with criminal or administrative regimes. As noted in the penalties section, the instrument contains no enforcement or criminal provisions and therefore its interactions with criminal law, administrative sanctions, or civil liability must be traced through the Currency Act 1965 and any other applicable statutes or administrative frameworks.

In sum, the instrument functions as a technical updating device for the Currency Act’s Schedule and physical standards. Its primary legal interface is the Currency Act itself, and any broader interactions with other statutes or regulatory regimes must be addressed by reference to those regimes and to the Act. The instrument’s savings clauses (s 5(3), s 6(5)) emphasise that it is not a comprehensive reworking of all subordinate instruments on the subject, but a specific specification for the denominations recorded in Schedule 1.

The instrument identifies itself as the Currency (Royal Australian Mint) Determination (No. 4) 2018 (section 1). It is dated 3 July 2018 and is signed by Michael Sukkar, Assistant Minister to the Treasurer. The text does not include a legislative history narrative beyond those identifiers. From the text itself the following particulars regarding amendment and effect can be drawn:

• Status and commencement. Section 2 provides the commencement rule: "This instrument commences on the day after it is registered." The instrument does not specify the registration date within the body of the text; the date in the signature block is 3 July 2018, but operational commencement is defined by registration.
• Legal authority for amendment. Section 3 records the provisions of the Currency Act 1965 that authorise the instrument: paragraph 13(2)(b) and subsection 13A(1). Sections 5 and 6 are made expressly for the purposes of those statutory provisions (s 5(1); s 6(1)). Consequently, this instrument effects an amendment to the content of the Currency Act’s Schedule by operation of the authority conferred by those provisions.
• What is amended. Section 5(2) specifies how the Schedule to the Currency Act is to be read "as if" it included the denominations and standard compositions listed in Part 1 of Schedule 1 to this instrument. Section 6(2) fills in the standard weight, allowable variation, design and dimensions for each such denomination by reference to Part 1 of Schedule 1.
• Non‑displacement of other determinations. Section 5(3) states that s 5 does not affect any other provision of a determination made for the purposes of paragraph 13(2)(b) of the Act. Section 6(5) makes the same reservation for s 6 in relation to determinations made for the purposes of subsection 13A(1) of the Act. Those clauses mean earlier or other determinations remain operative unless they are necessarily inconsistent with the legal effect this instrument produces for these specified items.
• Numbering and scheduling. The Schedule to the instrument is divided into Part 1 (specifications of coins) and Part 2 (explanation of symbols), reflecting the conventional drafting approach for schedule-based technical specifications.

No further amendments, prior versions, or repeals are recorded in the instrument itself. To determine the complete amendment history of the Act’s Schedule, such as which prior determinations are affected, or whether this instrument replaces specific earlier Schedule entries, one must compare this instrument’s Schedule with previous determinations and the existing Schedule to the Currency Act 1965. The instrument’s savings clauses indicate that it was designed to supplement or overwrite only specified parts of the Act’s Schedule rather than to abrogate other determinations wholesale.

The determination contains no litigation history. There are no judicial decisions, disputes, proceedings or enforcement actions recorded within the instrument’s text. The document is a subordinate legislative instrument that sets technical standards; it does not include any record of litigation, and it does not name cases or judicial outcomes.

Because the instrument is silent on litigation, if contested questions arise in practice they would be litigated under the Currency Act 1965 or other applicable statutes. Typical litigation questions that could arise in connection with a statute-based specification of coin standards, and that are not addressed in the instrument, include:

• Whether a specific physical coin falls within the statutory tolerances for weight and dimension as set out in the Schedule (for example, interpreting the numeric tolerances in sch.1, Part 1).
• Whether a disputed coin’s design conforms to the obverse and reverse prescriptions in Part 2 of Schedule 1.
• The evidentiary rules applicable to proving compliance with the measurement rule for tetradecagonal coins (s 6(3)), including admissible measurement methods and calibration.
• Whether prior determinations preserved by s 5(3) and s 6(5) apply in a particular case, creating a question of statutory interpretation about which subordinate instrument controls.

None of those potential litigation categories is illustrated by case names or decisions in the instrument itself. Practitioners seeking precedent on how courts have treated similar subordinate instrument specifications would need to consult judicial decisions interpreting the Currency Act or comparable statutory instruments; the determination contains no such citations or references.

In short, the instrument does not document any litigation history. Any litigation relevant to disputes about the interpretation or enforcement of the standards set out here will have to be sought in external case law and records pertaining to the Currency Act 1965 and related matters.

This instrument is short and technical, but several drafting choices and particulars carry practical implications that can create traps for implementers, designers, operators of coin-accepting equipment, and legal advisers. These are matters grounded directly in the instrument’s text:

• Measurement rule for tetradecagonal coins. Section 6(3) states that for tetradecagonal coins any reference to maximum diameter or other dimension is a reference to the shortest diameter. The 50c coin is specified as Shape S2 (tetradecagonal) in sch. 1, Part 1 item 7. Practically, this means measurement standards must use the shortest distance across opposite flats, not a maximum or circumscribed diameter. Machine calibration and legal testing protocols must adopt that convention precisely because the Act, via this instrument, makes it the legal measurement rule.
• Multiple entries for the same denomination with different reverse designs and mint‑mark letters. The schedule lists multiple items for the same face value with identical composition and weight tolerances but differing reverse design symbols. For example, there are two $2 entries identical in composition and mass but with different reverse symbols (items 1 and 2), and multiple $1 entries with differing reverse designs and enclosed-letter mint marks (items 3-6). The differences between R1 and R2 for $2, and R3-R5 for $1, hinge on the boxed letters (e.g. 'M', 'S', 'A', 'U') set out in Part 2 (sch. 1, Part 2, items 7-11). A compliance or authentication check must therefore compare both physical tolerances and specific reverse design features to determine which statutory entry the coin corresponds to.
• Ambiguous numeric notation for silver $1 coin weight. The $1 silver coin (sch. 1, Part 1 item 6) is listed with composition "At least 99.9% silver" and a weight shown as "31.103 + 3.00". The notation "31.103 + 3.00" departs from the "x ± y" format used for other items and could be read in multiple ways. The instrument does not define that notation further. Practitioners should therefore treat that figure with caution and seek authoritative measurement guidance when assessing compliance. The reverse for that item (R6) expressly states "1 oz .999 Ag" (sch. 1, Part 2, item 12), which assists interpretation because 1 troy ounce is commonly 31.103 grams. However, the odd plus notation could be a source of dispute if tested in enforcement or commercial settings.
• Exact textual inscriptions required on obverse. Obverse O1 requires not only an effigy of Queen Elizabeth II but also the inscriptions "ELIZABETH II", "AUSTRALIA", the inscription of a year in Arabic numerals, and the letters "IRB" (sch. 1, Part 2, item 6). Any representation of the obverse that omits or varies these elements could fail to meet the statutory description even if weight and general effigy are correct.
• Designer initials and inscriptions as identifying features. Several reverse designs require or include designer initials and specific inscriptions as part of the design standard. For example, R6 for the silver $1 includes the designer's initials "SMS" and specific inscriptions 'ONE DOLLAR' and '1 oz .999 Ag' (sch. 1, Part 2, item 12); R7 for the 50c coin includes the Chinese character pronounced 'zhū' and the initials "SMS" (sch. 1, Part 2, item 13). These small graphical elements are legally part of the design description and may be decisive in identifying which statutory entry applies.
• Edge-type distinctions matter. The schedule distinguishes between interrupted milling (E1), continuously milled (E2), and plain edges (E3). A coin with a misapplied edge treatment could fail to correspond to its statutory entry despite matching weight and diameter, and that could matter for legal recognition under the Currency Act as amended by this instrument.
• Savings clause caveat. Sections 5(3) and 6(5) state that the instrument does not affect other provisions of determinations made for the same statutory purposes. This means a practitioner cannot assume this instrument is the only relevant subordinate instrument; prior determinations or other instruments may still govern aspects not explicitly covered here. Always check the parent Act’s Schedule and prior determinations to identify overlapping or concurrent specifications.
• No enforcement textual guidance. The instrument does not say who will measure, certify, or enforce compliance. Parties should not assume administrative procedures are in place simply because the statutory standard is now declared. The absence of enforcement or procedural detail is itself a compliance risk if parties need to establish conformance for commercial or legal purposes.

Each of these points flows directly from the instrument’s text and layout. They illustrate the kinds of technical and interpretative issues that arise from translating the Schedule’s tabular entries and symbolic shorthand into operational procedures or legal arguments.

Compliance with the statutory standards set out in this instrument requires aligning actions and documentation with the Schedule entries and the measurement rules in sections 5 and 6. The instrument supplies specific technical requirements; those should be followed precisely where legal recognition under the Currency Act is relevant. Practical compliance steps, grounded in the instrument’s provisions, are as follows:

• Treat the Schedule entries as the legal standard. Section 5(2) makes the denominations and the standard compositions specified in Part 1 of Schedule 1 part of the Schedule to the Currency Act for the purposes of that Act. Organisations dealing with coin design, production or authentication should therefore adopt the table entries as the authoritative legal benchmark when assessing whether a given coin is a standard coin under the Act.
• Apply the weight and allowable variation figures literally. Section 6(2) states that each item specifies the standard weight and the allowable variation. For example, for the copper-aluminium-nickel $1 entries the standard weight is 9.00 ± 0.66 g (sch.1, Part 1 items 3-5). Calibration procedures, quality control protocols and testing should be set up to verify coins fall within these tolerances, and measurement instruments should be traceable and regularly calibrated to accepted metrology standards. Where the notation is non-standard, such as the silver $1 weight "31.103 + 3.00", seek authoritative interpretation in administrative guidance or from the parent Act’s implementing agency, because the instrument itself does not resolve the notation.
• Use the measurement rule for tetradecagonal coins. For the 50c coin (S2 tetradecagonal) the measurement rule in s 6(3) applies: references to maximum diameter are references to the shortest diameter. Measurement protocols must reflect that rule when determining compliance for S2 coins.
• Ensure designs and inscriptions match Part 2 definitions. Obverse O1 and reverse R1-R7 include specific pictorial elements, inscriptions and designer initials. Production artwork, die masters and proofs must incorporate these elements exactly, including particular inscriptions such as "ELIZABETH II", "AUSTRALIA", the year in Arabic numerals and "IRB" on the obverse (sch. 1, Part 2, item 6), and the specified textual elements on reverses (sch. 1, Part 2, items 7-13). For coins identified by boxed-letter mint marks, ensure the correct boxed letter is used to correspond to the correct Schedule entry.
• Account for edge and shape specifications. The schedule distinguishes edge types E1-E3 and shapes S1-S2. Production and inspection processes must verify both the edge treatment and the shape are consistent with the relevant Schedule row. For example, interrupted milling (E1) requires a different moulding and inspection procedure than plain edge (E3).
• Maintain documentation linking physical specimens to Schedule entries. For legal and commercial certainty, retain records that tie coin specifications and production batches to the particular Schedule item (denomination, composition, weight tolerance, dimension, shape, edge, obverse and reverse). This will be important in disputes or in validating coins for sale, redemption, or accounting.
• Consider cross-checking prior determinations. Sections 5(3) and 6(5) preserve other determinations made for the same statutory purposes. Compliance officers should verify whether other determinations remain relevant to any denomination or specification not fully addressed here. Do not assume this instrument is exhaustive.
• Seek authoritative clarification where the instrument is ambiguous. The silver $1 weight notation "31.103 + 3.00" diverges from the ± format used elsewhere. Where the instrument’s text is unclear, seek administrative guidance from the relevant ministerial or administrative body responsible for implementing the Currency Act, or seek a formal legal interpretation. The instrument offers no internal deconfliction mechanism.
• Prepare operational changes for machine acceptance. The changes and multiple variants in reverse designs and boxed mint letters mean vending machines, coin counters and other coin-accepting devices may require recalibration or updated imagery for operator personnel. Calibration routines should adopt the statute’s measurement conventions, particularly the shortest-diameter rule for tetradecagonal coins.
• Do not rely on this instrument for enforcement procedures. Because the instrument contains no penalty provisions or enforcement mechanisms, compliance programmes must map statutory conformance obligations to the enforcement provisions of the Currency Act 1965 or to any relevant administrative guidance or regulations.

These steps derive directly from the instrument’s substantive content. For any contested or critical commercial application, parties should also consult the Currency Act 1965 itself and any administrative guidance or procedural rules issued under it, since enforcement and dispute resolution are not specified in this instrument.
