What it does
This instrument is a delegated-legislative specification of physical and design standards for a set of Australian coins. It is made by the Assistant Treasurer, Bill Shorten, under subsection 13A(1) of the Currency Act 1965 (the Act), and is titled the Currency (Royal Australian Mint) Determination 2010 (No. 6) (see opening recital and s 1). The Determination commences on the day after registration (s 2). It defines the Act shorthand (s 3) and, most materially, uses Schedule 1 Part 1 to set standard composition, standard weight, allowable variation, maximum diameter, maximum thickness and symbolic design codes for enumerated coins (s 4(1) and Schedule 1 Part 1). Part 2 of Schedule 1 explains the design symbols used in the table (Schedule 1 Part 2).
Mechanically the Determination does four things:
- it exercises delegated power under s 13A(1) of the Act to make mandatory specifications for the physical and engraved features of specified coins (recital and s 4(1));
- it lists, in Schedule 1 Part 1, itemised specifications for particular coin denominations and compositions, including numeric weights and tolerances, diameters, thicknesses and coded design elements (Schedule 1 Part 1 table);
- it defines the coded design elements (shape, edge, obverse and reverse compositions) by textual descriptions in Schedule 1 Part 2; and
- it preserves prior determinations: subsection 4(2) expressly states that the instrument does not affect "any other determination of the standard weight and allowable variation, dimensions or design of a coin, made under subsection 13A (1) of the Act" (s 4(2)).
The Schedule identifies seven line items. Those line items specify the following features in the table (Schedule 1 Part 1): denomination, standard composition, numeric standard weight with allowable variation (grams), maximum diameter (millimetres), maximum thickness (millimetres) and design codes for shape (S), edge (E), obverse (O) and reverse (R). Part 2 then maps those codes to the full design descriptions (for example S1 = circular; E1 = continuously milled; O1 = effigy of Queen Elizabeth II with inscriptions IRB, ELIZABETH II, AUSTRALIA 2011; and R1,R7 describe detailed reverse imagery and inscriptions, including inscriptions that state metal fineness or quantity such as "1 OUNCE FINE SILVER" and "1/25 oz .9999 Au").
