What it does
This instrument, the Currency (Royal Australian Mint) Determination 2008 (No. 4), is a ministerial determination made under subsection 13A(1) of the Currency Act 1965 (heading and operative text). It prescribes detailed technical specifications for a set of denominated coins to be produced by or through the Royal Australian Mint. The Determination is brief and technical. It contains a short schedule of six items, each describing denomination, metal composition, weight and allowable variation, maximum diameter, maximum thickness, shape, edge, obverse design and reverse design (see section 3 and Schedule 1).
Mechanically, the instrument does four things:
- It records the legal provenance: the Minister for Superannuation and Corporate Law, NICK SHERRY, made the Determination and signed it on 15 May 2008 (front page).
- It fixes the date of commencement: the Determination commences on the day after it is registered (section 2).
- It defines the range of physical and design specifications that, pursuant to s 13A(1) of the Currency Act 1965, will be the prescribed specifications for the listed coins (section 3 and Schedule 1). The Schedule expressly states it specifies standard composition, standard weight and allowable variation, dimensions and design for each item (section 3).
- It preserves the existence of other specifications: the Determination explicitly states that the specifications in Schedule 1 do not affect any other determination of the specifications of a coin (section 4).
The Schedule sets out two $5 coins and four $1 coins. The two $5 coins are specified as not less than 99.9 per cent silver, with a standard weight of 36.31 g and an allowable variation of ±0.54 g, maximum diameter 38.94 mm and maximum thickness 3.50 mm; they bear an obverse effigy of Queen Elizabeth II with the initials 'IRB' and inscriptions including the year 2008, and reverse motifs relating to the Airbus A380 and the AVRO 504K respectively (Schedule 1, Items 1 and 2). The four $1 coins are copper, aluminium and nickel alloy, standard weight 9.00 g ±0.27 g, maximum diameter 25.12 mm, maximum thickness 2.80 mm, circular, with an edge composed of 14 segments (seven milled and seven plain). Their reverses are pad printed images or representations of an echidna, a rock wallaby, a bilby and a frill‑necked lizard, and two of those coins carry 'AUSTRALIA 2009' on the obverse while two carry 'AUSTRALIA 2008' (Schedule 1, Items 3 to 6).
