What it does
This instrument, the Currency (Royal Australian Mint) Determination 2004 (No. 3), sets statutory specifications for six coin denominations by reference to the Currency Act 1965. It is made by the Parliamentary Secretary to the Treasurer, Ross Cameron, under subsection 13A(1) of the Currency Act 1965, and dated 24 May 2004. The Determination takes effect on the date of its notification in the Gazette, per section 2. Section 3(1) states that each item in Schedule 1 specifies, for the purposes of subsections 13(2) and 13A(1) of the Currency Act, the denomination, the coin’s standard composition, its standard weight and allowable variation from that weight, its dimensions, and its design. Section 3(2) provides that a reference to the diameter of a coin in Schedule 1, for a non-circular coin, means the distance between two parallel faces of the edge of the coin. Section 4 clarifies that the specifications in Schedule 1 do not affect any other determination of the specifications of a coin.
Schedule 1 contains six items, one for each denomination: 5 cent, 10 cent, 20 cent, 50 cent, one dollar and two dollar coins. For each item the Determination sets a “standard composition” of at least 99.9 per cent silver, a specified standard weight with an allowable variation, a maximum diameter and maximum thickness, the shape, the edge form, and the obverse and reverse designs. The obverse design for all six coins is defined as an effigy of Queen Elizabeth II together with the monogram “IRB” and the inscriptions “ELIZABETH II” and “AUSTRALIA 2004”. Reverse designs differ by denomination and are described in language that specifies the motif and the inscription of denomination numerals or words.
Mechanically, this Determination operates as a delegated statutory instrument that fixes detailed physical and visual specifications for particular coin issues. It does not itself set penalties, nor does it purport to repeal or alter other determinations; it sits alongside other determinations and the Currency Act as the legal specification for the listed coins.
