What it does
This Determination, the Currency (Royal Australian Mint) Determination 2000 (No. 9), made by Joe Hockey as Minister for Financial Services and Regulation under subsection 13A(1) of the Currency Act 1965, prescribes the physical specifications and designs for two 20-cent coins (items 101 and 102 in Schedule 1). The instrument takes effect on gazettal (s 2) and limits itself to specifying the standard weight, allowable variation, dimensions, shape, edge, and the obverse and reverse designs for the listed entries (s 3; Schedule 1 Part 1).
Mechanically, the Determination (s 3) operates as a manufacturing and design instruction to the Royal Australian Mint: for coins whose denomination and standard composition are given in columns 2 and 3 of Part 1, it fixes the standard weight and allowable variation (column 4), the dimensions (column 5) and the design (column 6). Part 1 lists two 20-cent coins, both with standard composition “copper and nickel,” a standard weight of 11.30 grams with allowable variation ±0.33 g, diameter 28.65 mm, thickness 2.52 mm, circular shape (S1) and plain edge (E4). The two items differ only in the reverse design code: item 101 uses reverse R258 and item 102 uses reverse R259 (Schedule 1 Part 1).
Part 2 of Schedule 1 decodes the design-symbol codes used in Part 1. The obverse code O22 specifies “An effigy of Queen Elizabeth II, and the monogram ‘IRB’, surrounded by the inscriptions: (a) ‘ELIZABETH II’; and (b) ‘AUSTRALIA 2001’” (Part 2, item 203). Reverse code R258 is defined as “A representation of a waratah, the inscription ‘20’ and the monogram ‘JKN’, superimposed on a representation of the shape of New South Wales, surrounded by the inscriptions: (a) ‘1901 - 2001’; and (b) ‘CENTENARY OF FEDERATION’” (Part 2, item 204). Reverse code R259 is defined in full and at length; it includes “a representation of the flagpole above Parliament House, Canberra, displaying an Australian flag,” the inscription “20 CENTS,” the shape of the Australian Capital Territory, a royal bluebell, representations of the Federation Star and a rose bush, inscriptions including “CELEBRATING THE AUSTRALIAN CENTENARY OF FEDERATION” and “1901 to 2001,” the inscription “A.C.T” and the monogram “SJP” (Part 2, item 205).
