What it does
This Determination prescribes the physical specifications and designs for a set of Australian coins issued by the Royal Australian Mint. It is made by the Minister for Financial Services and Regulation under subsection 13A(1) of the Currency Act 1965 (heading and first paragraph) and is titled the Currency (Royal Australian Mint) Determination 2000 (No. 7) (s 1). It commences on gazettal (s 2).
Mechanically, the instrument does two things. First, s 3(1) declares that, for any coin whose denomination and standard composition match columns 2 and 3 of Part 1 of Schedule 1, the Determination specifies (in columns 4, 5 and 6) the standard weight and allowable variation, diameter and thickness, shape, edge, obverse and reverse designs. Second, s 3(2) gives a rule for measuring diameter for non‑circular coins: it is the distance between two parallel faces of the edge. The Schedule then lists 17 distinct items (Items 101-117) in Part 1 giving denomination, composition, weight (with tolerances), dimensions and design codes; Part 2 translates the design, shape and edge codes into descriptive text.
The instrument is narrow in scope. Section 4 states expressly that the specifications in this Determination do not affect any other Determination of the specifications of a coin. That is, it adds to the body of determinations that set coin specifications rather than replacing or amending other determinations (s 4).
The Schedule contains both technical manufacturing parameters (weight and allowable variation in grams; diameter and thickness in millimetres; shape and edge form) and visual/design specifications (obverse O22 and a set of reverse codes R239-R255, many of which are commemorative designs). Part 2 explains shape symbols S1 (circular) and S3 (dodecahedral), edge symbols E1, E3 and E4, obverse O22 (the effigy of Queen Elizabeth II with monogram ‘IRB’ and inscriptions ‘ELIZABETH II’ and ‘AUSTRALIA 2001’), and a sequence of reverse motifs including state coats of arms, service badges, commemorative logos and colour-printed images. The Schedule also identifies mint marks where applicable (for R239, as a mint mark the letter 'A', 'B', 'C', 'M' or 'S').
