What it does
This instrument is a ministerial determination made under subsection 13A(1) of the Currency Act 1965. It is titled the Currency (Perth Mint) Determination 2006 (No. 1) (s 1), and it commences on the day after registration (s 2). The operative effect is narrow and mechanical: it prescribes the physical and design specifications for a set of coins listed in Schedule 1, by specifying for each listed coin the "standard weight, and the allowable variation from that weight; the coin’s dimensions; and the coin’s designs" (s 3). Section 4 expressly qualifies the instrument by stating that the Schedule 1 specifications "do not affect any other determination of the specifications of a coin."
Schedule 1 contains 48 items. Each item is presented as the specification for a particular denomination and standard composition. The schedule records the denomination, the declared minimum fineness or composition (for example "At least 99.99% gold" or "At least 99.9% silver" or "Aluminium bronze"), the standard weight with an allowable variation, maximum diameter and thickness, shape, edge style, and detailed obverse and reverse designs. The designs are described with specific inscriptions, motifs and additional features such as privy marks, coloured representations, lenticular images, transparent capsules, and even gemstone insets in one item. The schedule includes a wide range of units from small fractional gold and silver coins (for example $5 and $15 denominated coins) through to very large bullion-size pieces, including coins described as weighing 10 kilogrammes (Items 14 and 32) and other kilogram and multi-kilogram sizes.
Mechanically, this Determination establishes binding descriptive standards for the manufacture and identification of the listed coins under the statutory power cited. It does not itself establish penalties, minting procedures, mint supply contracts, sale or distribution regimes, or legal tender status within this text. It also does not revoke or otherwise amend other determinations, and it states that its specifications do not affect other determinations of coin specifications (s 4). The document is dated 28 March 2006 and signed by the Parliamentary Secretary to the Treasurer.
