Currency Determination No. 7 of 1995

The Determination relies around a small set of recurring design and specification concepts. For practitioners, these are the operative building blocks that control manufacture, verification and any administrative use of the coins:

• Authority and form. The Determination is made under subsection 13A(1) of the Currency Act 1965 (stated in the preamble). It is a subordinate instrument that sets out specifications and designs rather than primary statutory rules about currency use. The instrument includes an Acts Interpretation Act note on commencement (see the header note).
• Denomination and metal composition. Each clause deals with a particular denomination and metal/purity. Examples:
  • $1 denomination in silver at not less than 99.9% silver (clauses 3-5).
  • $2 denomination in silver at not less than 99.9% silver (clauses 6-12).
  • $5 coins in gold (99.99% gold) and platinum (99.95% platinum) (clauses 13-14).
  • $10 silver coins at 99.9% silver (clauses 15-16).
  • Higher face values in gold and platinum up to $200 (clauses 17-34), including very large-weight silver coins (e.g. $30 silver at 1002.502 g in clause 23).
  • A palladium issue ($40 palladium, 99.95% palladium, clause 24).
• Physical geometry and tolerances. Each coin has a prescribed:
  • Shape: circular (repeated in each clause).
  • Edge: milled (repeated).
  • Standard weight with an allowed variation (expressed in grams in each clause, e.g. clause 3(4)-(5): standard weight 31.635 g, allowed variation 0.500 g).
  • Diameter and thickness (given in millimetres in every clause, e.g. clause 15(6)-(7): diameter 75.50 mm, thickness 8.70 mm for the $10 silver coin).
• Obverse. The obverse requirements are consistent across coins:
  • An effigy of the Queen; inscriptions "ELIZABETH II", "AUSTRALIA" and the face value (format varies between "I DOLLAR" and "1 DOLLAR" in the $1 clauses, see clauses 3(8)(b)(iii) and 4(8)(b)(iii)).
  • The obverse inscriptions and effigy are to be "encircled by raised beads inside the rim of the coin" (repeated formulation, e.g. clause 3(8)).
• Reverse. The reverse is the primary source of variety:
  • Series motifs: kookaburra, nugget/kangaroo, koala, emu, and others are used depending on denomination (e.g. kookaburra appears on many silver issues; kangaroo and "NUGGET" inscriptions on gold coins; koala on platinum issues).
  • Reverse inscriptions specifying the series, metal content and purity and often the weight in ounces or kilograms (e.g. "THE AUSTRALIAN KOOKABURRA 1 OZ. 999 SILVER" in clause 3(9)(b)(i) or "THE AUSTRALIAN NUGGET 1 OZ. 9999 GOLD" in clause 31(9)(b)(i)).
  • Year inscriptions: the Determination specifies allowable year inscriptions for particular variants (commonly "1996" or "1997", or "1995" in some cameo issues).
  • Additional smaller encircled motifs and inscriptions: some variants include a smaller encircled image in the reverse (gold cameo, representations of structures, or historical coin references) and text specifying the theme, for example clause 4(9)(b) contains a smaller encircled representation of a sailing ship with inscriptions "TRICENTENNIAL", "SWAN RIVER", "ROTTNEST IS.".
• Variant and cameo exceptions. Several clauses qualify the "standard composition" requirement by excluding small non-standard elements such as a gold cameo from the composition requirement (clauses 7(1), 9(1), 10(1), 11(1), 12(1), and similar clauses for other denominations).
• Multi-coin set design. Clause 5 sets out a specification for five $1 silver coins whose reverse each includes a kookaburra in flight and a smaller encircled representation of a structure listed in the Schedule, with the appropriate inscription linked to that structure. The Schedule (Subclause 5(9)) provides a table mapping five structures to five inscriptions: Brandenburg Gate,GERMANY; Eiffel Tower,FRANCE; Tower Bridge,GREAT BRITAIN; Colossus of Rhodes,GREECE; Atomium,BELGIUM.
• Recurrence and small discrepancies. The Determination repeats the same core obligations across many clauses, while creating small year- or cameo-specific variations. Noteable textual inconsistencies in the instrument themselves (for implementers) include occasional variant ways of expressing the same face value ("I DOLLAR" vs "1 DOLLAR"), image placeholders embedded in the text, and punctuation/typographical anomalies. Those textual elements matter practically for dies, inscriptions and the Mint’s quality assurance process.

Taken together, these concepts convert design and manufacturing choices into prescriptive regulatory outputs. The document functions as a rulebook for the appearance, mass and dimensions of the specified commemorative and bullion coins that the issuing authority intends to put into production in the 1995-1997 timeframe.

The Determination affects a defined set of actors through prescriptive manufacturing and design requirements. The document itself does not list named agencies beyond the Parliamentary Secretary to the Treasurer as signatory, but the functional effect falls on the following parties:

• The issuer and manufacturer. The Royal Australian Mint (or any contractor or agent engaged to produce coins) is the primary addressee in practice. The Determination prescribes exact physical and aesthetic specifications which the struck coins must meet: shape, milled edge, dimensions, weight and allowable tolerances, effigy and inscriptions, reverse motifs, cameo inclusion exceptions, and raised bead encircling. Those requirements determine tooling, die-making, blank preparation, alloy composition controls and quality assurance steps.
• Designers and die-makers. Professionals responsible for translating motifs into dies must adhere to the textual prescriptions: effigy of the Queen, specified motifs (kookaburra, kangaroo, koala, emu), smaller encircled representations for cameo or commemorative elements, inscriptions exactly as written (including punctuation and capitalisation implied by the instrument), and the raised beads inside the rim requirement (see, e.g. clause 3(8)-(9)). The Schedule in subclause 5(9) names structures to be reproduced in the five-coin set, with the exact inscription to accompany each structure.
• Suppliers of precious metal blanks and assayers. The Determination sets minimum purity standards (for example 99.9% silver, 99.99% gold, 99.95% platinum, 99.95% palladium) which bind procurement specifications for metal blanks and require assay verification prior to striking.
• Distributors, dealers and authorised seller networks. The face values and metal contents are fixed by the Determination and therefore inform product cataloguing, certificates of authenticity, weight and purity attestations, and marketing representations (for example, the reverse inscriptions are prescriptive such as "THE AUSTRALIAN KOOKABURRA 1 OZ. 999 SILVER" in clause 3(9)(b)(i)).
• Collectors, investors and secondary-market participants. While the Determination does not itself create market rules, it determines the physical product that collectors and investors buy or resell. Variants (year differences and cameo inclusions) are likely to be material attributes for numismatic valuation; the Determination fixes those attributes for the coins listed.
• Internal quality assurance, compliance and legal teams within the issuing authority and contractors. They must ensure that the designs and all text on the obverse and reverse match the Determination precisely, that tolerances are respected (weights, diameters, thicknesses), and that any cameo or encircled smaller motif adheres to the exceptions and variable inscriptions set out (for example clauses 7(1) and 5(9)).
• Administrative actors with responsibility for currency regulation. The Determination sits within the statutory framework of the Currency Act 1965. Officials charged with registering, publishing and archiving determinations under that Act will be responsible for ensuring the Determination’s text is available and complied with procedurally , for example, gazettal (the instrument’s note references commencement on gazettal).

The Determination does not itself impose obligations on ordinary members of the public beyond the public-facing fact that these coins, once manufactured, will have the specified appearance and physical properties. It also does not itself purport to change legal-tender status within the document text. Practically, anyone involved in manufacture, procurement, distribution or sale of the specified coin issues will be directly affected because the text is prescriptive about what the coins must look like and weigh.

The Determination establishes a set of mandatory design and specification duties rather than conferring discrete "rights" in the proprietary or commercial sense. The operative duties and corresponding factual "rights" (what the Determination secures as permitted variants) are:

Duties imposed by the Determination

• Manufacture to the specified physical parameters. For each coin the issuer must ensure the shape is circular and the edge is milled (repeated requirement, e.g. clause 3(2)-(3), clause 6(2)-(3), clause 13(2)-(3)). The issuer must ensure the standard weight and the allowed variation are adhered to (for example clause 3(4)-(5): 31.635 g ±0.500 g).
• Inscription and motif fidelity. The obverse must bear an effigy of the Queen and the required inscriptions (for example clause 13(8): effigy of the Queen and inscriptions including the face value "5 DOLLARS"). The reverse must bear the prescribed representation and the specified inscriptions and be encircled by raised beads inside the rim (e.g. clause 13(9)).
• Respect cameo and encircled motif exceptions. Where a clause qualifies the composition requirement (e.g. "except for the cameo referred to in paragraph (9)(a)"), the issuer must ensure the cameo is treated as a permitted non-standard material element while maintaining the overall prescribed purity for the remainder of the coin (see e.g. clause 7(1)).
• Implement schedule-linked small motifs. Clause 5(9) requires the smaller encircled representations on each of the five $1 silver coin set to be a structure specified in the Schedule and to bear the inscription specified in the Schedule in relation to that structure.
• Year inscriptions as specified. Certain clauses require particular year numerals ("1995", "1996", "1997") or allow selection between years (e.g. clause 3(9)(b)(ii): "1996" or "1997"). The issuer must ensure the struck coin bears the appropriate year(s) as allowed by the clause.

Permitted variations and "rights" the Determination secures

• Weight tolerances. For each denomination the Determination explicitly allows a numeric margin of variation in the standard weight (e.g. clause 15(4)-(5): standard 312.347 g with a permitted variation of 1.00 g). This provides the practical right to manufacture within stated tolerances.
• Year choice in certain variants. The Determination frequently allows either of two years to be used on a coin (e.g. "1996 or 1997" in many clauses), effectively granting the issuer discretion to choose between those permitted year inscriptions.
• Cameo exceptions to purity requirements. For some coins the Determination explicitly allows a small non-standard element (a gold cameo) that does not have to meet the stated composition criterion for the rest of the coin (e.g. clause 7(1)). That provides a narrow right to include a mixed-metal decorative element contrary to the otherwise uniform composition requirement.
• Multi-design set prescriptions. Clause 5(9) and its Schedule specify the permitted small encircled representations for the five-coin set; the issuer has the right to reproduce those five motifs with corresponding inscriptions as the Determination authorises.

What the Determination does not do or say (important negative duties and absences)

• The Determination does not in its text create criminal or civil penalties for non-compliance, and does not describe enforcement mechanisms (the instrument contains no penalty provisions itself). Any enforcement or sanctioning would need to be found in the Currency Act 1965 or other applicable laws, which are not included in the Determination text.
• It does not purport to alter legal-tender status, exchangeability or monetary policy within the text. It is strictly prescriptive of physical and design specifications.
• It does not revoke or vary other determinations; clause 2 explicitly states it "does not affect any other determination of the specifications or design of a coin."

In sum, the Determination's duties are process and product requirements for coin manufacture and design. The "rights" are the narrowly specified permissible flexibilities (tolerances, cameo exceptions, year choices and scheduled motifs). The practical legal duties fall on the issuer and their contractors to ensure that manufactured coins precisely match the textual prescriptions.

The Determination itself contains no penalty provisions, enforcement mechanisms or compliance procedures. The instrument is a schedule of specifications and design instructions; it does not set out sanctions for non-compliance, inspection protocols, or a body charged with enforcement within its own text.

Consequences flowing from that absence in the Determination:

• No enforcement clauses. There are no sections in this Determination that create offences, fines, or administrative penalties. No procedural enforcement path (for example requiring inspections, reporting or certification) appears in the Determination’s text.
• Enforcement must therefore be located in the parent statute or other legal instruments. The Determination is made under subsection 13A(1) of the Currency Act 1965 (stated in the header). Any sanctioning, compliance regime, or enforcement power relevant to non-compliance with design/specification requirements will be a matter for the Currency Act 1965 or other complementary regulation, administrative practice and contractual arrangements with manufacturers and suppliers. The Determination itself does not set out those powers.
• Practical enforcement via contractual and administrative means. Absent internal sanctions in the Determination, compliance is likely to be secured through practical channels such as procurement contracts (specifying the Determination as binding technical requirements), internal quality assurance and assay procedures, and administrative checks before coins are released to the market. Those methods are not described in this instrument.
• Certainty of specification without statutory penalties. The Determination creates certainty about required designs and tolerances; however, it does not by itself say what happens if a struck coin departs from those requirements. Any such consequences would depend on external statutory, contractual or administrative arrangements, none of which are set out here.

For a legal practitioner advising a mint or contractor, the immediate implication is that compliance must be demonstrated through manufacturing quality control, contractual compliance and internal administrative sign-off. If a client needs to know statutory penalties for departure from prescribed coin specifications, the next step is to consult the Currency Act 1965 (the parent statute referenced by the Determination) and any procurement or contract documents that bind the parties involved in manufacture and distribution. That statutory and contractual material is not contained within this Determination and must be sourced separately.

The Determination identifies its place in the legal architecture and states limited self-restraint in relation to other determinations. The explicit interactions specified in the text are:

• Made under the Currency Act 1965. The preamble states that the Determination is made under subsection 13A(1) of the Currency Act 1965. This firmly places the Determination as subordinate legislation or an instrument exercising a power conferred by the Currency Act. Any interpretation of the Determination must therefore be read in that statutory context. The Determination, as an instrument, does not include the parent statute’s provisions and any rights, penalties or procedures in the Currency Act are not reproduced here.
• Commencement and interpretation. The Determination contains a note indicating it commences on gazettal and refers to the Acts Interpretation Act 1901, s 46A and s 48 for rules about commencement. That means the instrument’s legal effect begins upon publication in the Commonwealth Gazette, and that the technicalities of commencement are governed by the Acts Interpretation Act references noted.
• Non-derogation of other determinations. Clause 2 expressly states: "This Determination does not affect any other determination of the specifications or design of a coin." That is an explicit interaction rule. Practically, it requires that this Determination be read as adding to the body of determinations made under the Currency Act rather than replacing or revoking others. For anyone reconciling coin specifications, clause 2 mandates checking other determinations alongside this one.
• No cross-reference to other primary statutes or regulatory regimes. The Determination does not reference, for instance, customs law, trade marks, copyright, export controls, or securities rules. It does not purport to alter or interact with legal-tender status or fiscal treatment, and it contains no express cross-references to other legislation beyond the Currency Act and the Acts Interpretation Act note on commencement. Any legal effects outside the design/specification domain therefore depend on interpretation of the Currency Act or other laws not included in the Determination text.
• Relationship with administrative practice and procurement. While not stated, the Determination’s design prescriptions will typically feed into procurement contract terms and administrative approvals. Clause 5’s Schedule, for example, directly instructs which structures and inscriptions should be used in a five-coin set; procurement documents and technical specifications must therefore incorporate those detailed requirements. The Determination itself does not provide mechanisms to settle disputes about interpretation of design language; those matters would likely be handled through administrative processes or contracts.

Summary: the document sits as subordinate legislation under the Currency Act 1965 and is explicitly non-revoking of other coin determinations. It relies on the Acts Interpretation Act for commencement rules. For any enforcement, sanction, or broader legal question (for example regarding legal tender, export, or taxation), practitioners must consult the Currency Act and other legislation or administrative instruments outside the Determination. The Determination’s text confines itself to precise manufacturing and design requirements and to a statement preserving other determinations.

The body of the Determination as provided contains no internal record of amendment. The instrument is titled "Currency Determination No. 7 of 1995" and dated 27 December 1995. It contains detailed clauses enumerating coin specifications and a Schedule attached to subclause 5(9). Within the Determination text there are references to multiple year inscriptions to be used on coins (for example instances where the reverse may bear "1996" or "1997" or where a cameo is to bear "1995"). Those references are design elements, not amendments.

What is present regarding amendatory information:

• Single instrument date and signatory. The Determination bears a single date (27 December 1995) and is signed by Paul Elliott, Parliamentary Secretary to the Treasurer, acting for the Treasurer. No later amendment clauses, revocation clauses, or transitional provisions appear.
• Preservation clause. Clause 2 establishes that this Determination does not affect other determinations of coin specifications or design, which can be read as a direction not to implicitly revoke prior determinations. It is not an amendment clause in the technical sense, but it indicates intended coexistence with other determinations.
• No revision log or replacement note. There is no clause stating that previous determinations are revoked, nor is there a note indicating that this instrument amends or replaces any prior instrument. There is likewise no indication of later instruments or numbered amendments embedded in the provided text.

Practical implication for lawyers, numismatic managers and compliance officers:

• Treat the document as a stand-alone 1995 instrument until and unless you locate a later instrument expressly amending it or revoking parts of it. Because clause 2 reserves other determinations, a full compliance or legal review requires checking the Currency Act instrument index and the Federal Register of Legislative Instruments (or the Commonwealth Gazette history) to determine whether subsequent determinations modify or revoke aspects of No. 7 of 1995. That search is outside the Determination’s text and is necessary to assemble the current statutory framework.
• The Determination itself contains internal design variants identified by year inscriptions; those are not amendments but are multiple permitted design variants.

In short, the Determination as supplied shows no in-text amendment history. Any amendment history must be sought in external records of subordinate instruments, the Currency Act docket, or gazettal records.

The Determination contains no reference to any litigation, legal challenge, declaratory proceedings or court decisions. There are no case citations, no mention of disputes regarding the specification or wording, and no indication of legal proceedings within the instrument itself.

Practical consequence:

• If advisory or litigation work is required about the Determination’s validity, enforcement or interpretation (for example, a dispute about whether a struck coin departs from its prescribed specification), the Determination provides the substantive baseline for what the coin should be, but the Determination does not itself indicate how courts or tribunals have interpreted or enforced it.
• Any litigation history, judicial interpretation of clause meanings, or administrative appeals must be identified separately by searching judicial, tribunal and administrative records , none of which are contained in or referenced by this Determination.

Therefore, within the text provided there is no litigation history to summarise or to cite; researchers or litigators must consult external databases to discover any cases in which the Determination has been considered.

This Determination is highly detailed and therefore fertile ground for implementation errors, ambiguity disputes and drafting artefacts that matter in practice. The following are specific, source-grounded "gotchas" that practitioners, Mint staff, designers and procurement officers should note and document carefully:

1. Repetition with small but material variations. The Determination repeats the same basic prescription for shape, edge, obverse effigy and raised-bead encirclement across many clauses, but small deviations in the reverse description or inscriptions create different legal specifications. For example, compare clause 3 and clause 4: both are headed "Specifications and design of a $1 silver coin" but clause 3(9) prescribes "a representation of a kookaburra and young in the hollow of a tree" with inscriptions including “I DOLLAR” at clause 3(8)(b)(iii), while clause 4(9) prescribes "a representation of a kookaburra in flight" with a smaller encircled sailing ship and inscriptions including "TRICENTENNIAL", "SWAN RIVER", and "ROTTNEST IS." These are not mere drafting variants; they prescribe different production dies. Implementers must not assume a clause duplication is a typographical error; each clause may be giving a separate authorised variant.
2. Inconsistencies in how the face value is expressed. The $1 obverse inscriptions include both "I DOLLAR" (clause 3(8)(b)(iii)) and "1 DOLLAR" (clause 4(8)(b)(iii) and clause 5(8)(b)(iii)). Dies must reproduce the exact inscription the clause requires. Procurement documents and die designers should be explicit about which clause they are implementing.
3. Cameo exceptions alter composition rules locally. Several clauses (e.g. clause 7(1), clause 9(1), and others) state the coin's standard composition includes not less than 99.9% silver "except for the cameo referred to in paragraph (9)(a)." That means part of the coin may be a different metal (a gold cameo) and the composition requirement applies to the coin except for that cameo. This affects procurement for metal blanks, plating/insert processes, and assay certification. Assayers and QA must record and verify both the primary alloy and the cameo element separately.
4. Multiple permitted years create production discretion and potential catalogue confusion. Many clauses allow either "1996" or "1997" (and some allow "1995" or "1996") for the year inscription. Where a series is sold over multiple years or as multi-year sets, inventory, certificates and marketing must reflect the correct year variant. The Determination does not explain whether any year choice is permitted per minting run or whether batches must be restricted; that will be a procedural decision for the issuer.
5. Typographical and formatting oddities in the Determination text. The supplied instrument contains embedded image placeholders (for example "" in clause 13(9)(b)(i) and elsewhere) and occasional punctuation or spacing oddities (for example "ROTTNEST IS." in clause 4(9)(b)(ii)(C) appears to be cut or mispunctuated). These are source-text artefacts likely arising from reproduction or gazettal formatting. For die inscriptions, practitioners must confirm the intended textual content with the authority that commissioned the design (and not rely uncritically on the reproduced text).
6. Schedule dependencies. Clause 5(9) requires the smaller encircled representation on each of the five $1 coins to be a structure listed in the Schedule and the inscription in the Schedule in relation to that structure. The Schedule lists five structures and exact inscriptions (e.g. "Brandenburg Gate , GERMANY"). The Schedule is an integral part of clause 5; omission or misreading will lead to non-compliance.
7. Very large and very small weights with correspondingly tight or broad tolerances. The Determination includes both extremely large coins (a $30 silver coin massing 1002.502 g with allowed variation ±1.50 g at clause 23) and very small coins (fractional gold/platinum coins with weight ~1.571 g and allowed variation as low as ±0.015 g at clauses 13-14). Manufacturing processes and tooling must be matched to these tolerances and the quality-control regimes tailored appropriately. The way tolerances are specified differs across denominations (some are ±0.500 g, some ±0.015 g, etc.), so blanket QA rules are inadequate.
8. Multiple clauses for what might be a single commercial product. Several successive clauses cover what appears to be the same denomination and series but with slightly different reverse motifs (often cameo differences or year differences). Ensure procurement and artist briefs cite the specific clause number and paragraph being implemented to avoid producing the wrong variant.
9. No enforcement or certification procedure stated. The Determination gives no guidance on how compliance is certified prior to release. Implementers should ensure contractual and internal QA processes document compliance, weighings, assay results and imagery to create an auditable record.
10. Language precision matters for replica or historical elements. Several clauses require "a smaller representation, in gold cameo, of the reverse of the Spade Guinea" (clause 9(9)(b)) or similar references to historical coin reverses (e.g. "obverse of a 1799 ducat coin" at clause 11(9)(b)). Those references require precise historical imagery decisions and potentially permissions; the Determination itself gives the textual instruction but not the visual specification. Designers must source the correct reference images and ensure fidelity to the textual description.

Each of these gotchas arises from the Determination’s text and will matter in implementation, procurement, artistic briefings, quality assurance, assaying, and in the drafting of certificates of authenticity and point-of-sale descriptions. They should be addressed in the project-specific technical specifications and contracts that implement the Determination.

Compliance with Currency Determination No. 7 of 1995 requires an operational and documentation plan that maps the Determination’s prescriptive clauses to procurement, manufacturing, assay, quality assurance and administrative release steps. The following checklist and procedural guidance is drawn solely from the Determination’s text and highlights the minimum steps and controls implementers should adopt:

1. Confirm legal authority and current status

   • Record the instrument’s authority: made under subsection 13A(1) of the Currency Act 1965 (as stated at the beginning of the Determination).
   • Note commencement mechanics: start upon gazettal consistent with Acts Interpretation Act 1901 s 46A and s 48 (the Determination’s header note).
   • Verify whether there are later instruments that amend or revoke this Determination (the Determination itself does not state amendments or revocations). This requires checking gazettal records and the consolidated instrument register; the Determination will otherwise stand as the governing text for the specified coins.

2. Map each coin to its clause and variant

   • Produce a clause-led inventory: for each product line (for example, $1 silver kookaburra variant A, $1 silver five-coin set, $2 silver cameo variant, $5 gold "Nugget" etc.), map the product to its exact clause(s) and subparagraphs (for example, the $1 1 oz silver kookaburra with young in hollow of a tree is clause 3(9)(a); the five-coin set is clause 5 and the Schedule).
   • For multi-variant denominations, identify the exact permitted variant(s) and year options (e.g. which clauses allow "1996 or 1997" etc.).

3. Technical die and artwork specifications

   • Obverse: ensure every obverse includes an effigy of the Queen and the inscriptions as specified for that denomination (e.g. "ELIZABETH II"; "AUSTRALIA"; face value in the exact format required). Ensure the obverse design is "encircled by raised beads inside the rim" per each relevant clause (e.g. clause 13(8)).
   • Reverse: implement the reverse art exactly as the clause prescribes , species, pose (in flight, with young, hollow of a tree), smaller encircled motifs (gold cameo or representations specified in the Schedule), and the precise inscriptions for metal, weight/purity and series name (for example clause 3(9)(b)(i)).
   • Ensure that cameo or smaller encircled motifs match the clause text (e.g. clause 7(9)(b) requires "a smaller encircled representation, in gold cameo, of the American eagle with a wreath (based on the United States 'Liberty Cap' $5 coin)").

4. Material procurement and assay controls

   • Source metal blanks matching the minimum purities stated in each clause: 99.9% silver, 99.99% gold, 99.95% platinum, 99.95% palladium as required.
   • Where clauses permit a separate cameo element that is not part of the standard composition requirement, procure the cameo metal (commonly gold) separately and document its metal content and the way it is integrated into the coin.
   • Establish assay and certificate procedures to verify purities and weights for each production batch. Record the mass and confirm it falls within the specified standard weight ± allowed variation for the denomination (e.g. clause 15(4)-(5): standard 312.347 g ±1.00 g).

5. Manufacturing tolerances and QA

   • Implement weighing and dimension checks for every batch and include sampling frequencies proportionate to the coin’s value and tolerance range (very tight tolerances for small gold coins mean heavier sampling).
   • Verify diameter and thickness (millimetres) for each coin per clause (for example clause 24(6)-(7) for the $40 palladium coin: diameter 36.10 mm, thickness 4.00 mm).
   • Verify the milled edge and that the raised beads are present inside rims as specified by the Determination.
   • Ensure die engravings replicate inscriptions exactly, including numerals and punctuation where dictated by the text. Address textual anomalies visible in the instrument (for example image placeholders) by confirming final inscription copy with the issuing authority.

6. Documentation, certification and release

   • Maintain a compliance register tying each minted batch to the relevant clause number, assay results, weight/dimension checks, and photographic evidence showing obverse and reverse inscriptions and motifs.
   • Where the coin is a multi-coin set (clause 5), document that each coin in the set bears the correct smaller encircled representation and inscription per the Schedule mapping.
   • Prepare certificates of authenticity and product descriptions that reproduce the inscriptions verbatim as required by the Determination and that clearly state any cameo exception elements or year variants included in the produced coin.

7. Contracts and procurement language

   • Incorporate clause references and verbatim specification language from the Determination into supplier contracts and die-production statements of work to ensure enforceable technical requirements.
   • Include acceptance tests that reference the Determination by clause number (e.g. "Product shall conform to Currency Determination No. 7 of 1995, clause 13(4)-(9)").

8. Address textual ambiguities proactively

   • Where the Determination’s reproduced text contains image placeholders or punctuation anomalies, obtain authoritative textual instructions from the issuing authority (Treasury/Mint) and document any clarifications in writing. Do not assume placeholders are final art; confirm the final inscription wording and imagery.
   • For historical references (e.g. "reverse of the Spade Guinea", clauses referring to ducat or Johanna coin obverses), obtain and archive the reference images that the issuing authority approves to reduce interpretation risk.

9. Internal governance and record-keeping

   • Establish an audit trail linking minting decisions to the Determination clause(s) used, dated approvals for year variants, cameo inclusion approvals and final assay certificates.
   • Retain photographic and assay evidence for the statutory retention period applicable to the issuing agency; although the Determination does not specify retention, such records are necessary to demonstrate compliance if later queried.

10. Interface with distribution and marketing

    • Ensure point-of-sale descriptions, certificates and promotional material reproduce the legally required inscriptions and accurately reflect metal content, purity, weight and year as the Determination specifies.
    • For multi-year issues or cameo variants, ensure stockkeeping and SKU labelling reflect the specific clause variant to avoid customer confusion.

By implementing the above steps, a mint or contractor can map the Determination’s prescriptive clauses to operational tasks and a compliance trail, ensuring that the minted products conform to the legal specification set out in Currency Determination No. 7 of 1995. Where ambiguities remain in the instrument’s text, obtain written clarification from the issuing authority and document those clarifications in project files and supplier contracts.
