Currency Determination No. 6 of 1995

The Determination is a technical listing of manufacturing and visual design standards for specified coin issues. The principal concepts embodied in the text are:

• Legal source and authorising provision. The Determination is promulgated under subsection 13A(1) of the Currency Act 1965, as stated in the instrument header. The maker is an authorised executive officer acting for the Treasurer (Paul Elliott, Parliamentary Secretary to the Treasurer). This situates the instrument as an executive implementation of statutory power to prescribe coin specifications, rather than primary legislation.

• Preservation of existing determinations. Clause 2 states: "This Determination does not affect any other determination of the specifications or design of a coin." The Determination thus functions as an additive or parallel specification and does not revoke or vary prior determinations by implication.

• Denomination and composition classes. The Determination groups coins by denomination and metal composition. For a given denomination, it often lists multiple variants distinguished by composition and edge treatment. For example, clause 3 covers a $1 coin of copper/aluminium/nickel, clause 4 covers two $1 coins of 92.5% silver, and clause 5 covers two $1 coins of not less than 99.9% silver. Clauses 6 and 7 likewise provide alternative compositions for $5 coins.

• Physical manufacturing parameters. Each coin entry prescribes shape (circular in every instance: cl 3(2), cl 4(2), cl 5(2), cl 6(2), cl 7(2), cl 8(2)), edge detail (milled, plain, segmented, facets , e.g. cl 3(3), cl 4(3)-(4), cl 5(3)-(4), cl 7(3)), standard weight and permitted variation (e.g. cl 3(4)-(5), cl 4(5)-(6)), diameter and thickness (e.g. cl 3(6)-(7), cl 5(7)-(8)), plus tolerances. These parameters enable objective measurement and acceptance testing.

• Visual and textual design elements. The obverse is consistently specified to bear the Queen’s effigy and inscriptions “ELIZABETH II”, “AUSTRALIA” and the year “1996” (repeated in cl 3(8), cl 4(9), cl 5(9), cl 6(8), cl 7(8), cl 8(8)). Reverse designs are specified for each variant, naming the human subject or motif (Sir Henry Parkes, Sir Donald Bradman, Betty Cuthbert, Shirley Strickland, female kangaroo and joey), monograms such as "HH", and inscriptions including denomination text (e.g. “1 DOLLAR”, “5 DOLLARS”, “10 DOLLARS”) and, in one silver coin, “1 OUNCE FINE SILVER” (cl 5(10)(b)-(c)).

• Differentiation by edge and face elements. Several coins are distinguished by edge segmentation or facet counts: for instance, clause 3(3) provides a 14-segment edge with 7 milled and 7 plain segments; clause 5(4) prescribes a 12-segment edge with 6 coarse milled and 6 plain segments for the second 99.9% silver $1 coin; clause 7(3) requires 24 facets on a $5 coin. These are discrete, measurable features for both production and downstream acceptance systems.

• Express bullion identification. Clause 5 explicitly identifies part of the reverse inscription as "1 OUNCE FINE SILVER" for the 99.9% silver $1 coins with a standard weight of 31.635 grams. The instrument therefore intentionally records an intrinsic metal-content descriptor on the face of those coins.

Taken together, the Determination is structured to create identifiable coin varieties by combining denomination, composition, weight, dimensional tolerances, edge, obverse and reverse design. Each element is framed as a nominal standard, with a permitted manufacturing tolerance for weight. The instrument is narrow in scope and functions as a technical prescription rather than a policy statement about circulation, pricing or legal tender effect.

The instrument directly affects several identifiable groups and activities by establishing technical requirements that those groups will need to observe or accommodate.

• The coin issuer and manufacturer. The primary addressee is the entity charged with striking coins. The Determination prescribes manufacturing parameters that the striking authority must satisfy, including precise weights, diameters, thicknesses, edge treatments, legends and images (see clause 3 through clause 8). The instrument names the authorising executive office; the maker is Paul Elliott acting for the Treasurer. The determination therefore binds whoever carries out coin production under the Currency Act powers. The text itself does not name the Royal Australian Mint, but the nature of a determination under subsection 13A(1) indicates it targets coin production practice.

• Coin-handling industry participants. Financial institutions, retail businesses, vending and gaming machine operators, armoured carriers, cash processing businesses and others that handle coins at scale are affected because the Determination creates multiple coin types with overlapping diameters but different weights, edge treatments and compositions (for example compare clause 3(6)-(7) and clause 4(7)). These participants will encounter physical differences that matter for coin-accepting hardware and calibrations.

• Collectors and bullion purchasers. The Determination specifies coins with high silver content, including coins described as not less than 99.9% silver and bearing the inscription "1 OUNCE FINE SILVER" (clause 5(1) and clause 5(10)(b)-(c)), and $10 coins of 99.9% silver (clause 8(1)). Individuals and dealers in numismatics and precious metals will consider these coins as distinct product classes, because the instrument both sets composition and records an explicit bullion weight on the face of certain coins.

• The public at large. The Determination prescribes the appearance and physical attributes of coins that may enter circulation or be sold to the public. The obverse and reverse inscriptions include national signifiers and denomination texts (e.g. clause 3(8)-(9); clause 6(8)-(9)), which affect recognition, machine-readability and public acceptance.

• Government administrative bodies. Treasury and other Commonwealth agencies responsible for currency design, procurement and related policy operations will be affected administratively because the design and specification choices must be implemented within procurement and production budgets and processes. Clause 2’s preservation of other design determinations indicates that administrative coordination across determinations will be required.

• Equipment manufacturers and service providers. The edge treatments (segmented edges, milled, plain, facets), and weight and diameter permutations will require manufacturers of coin-sorting and coin-accepting equipment to ensure compatibility, or for operators to undertake recalibration or reprogramming. For example, clause 3 prescribes a circular $1 coin 25.12 mm in diameter and 9.00 grams standard weight with a particular 14-segment edge (clause 3(3), cl 3(4), cl 3(6)-(7)), whereas clause 4 prescribes a 25.12 mm diameter but 11.49 grams standard weight sterling silver $1 coin with a milled edge for one variant and a 14-segment edge for the other (clause 4(3)-(4), cl 4(5)-(7)). These overlapping diameters but differing weights and edges can affect mechanical detection.

The Determination does not specify mintage numbers, pricing, distribution method or legal tender status. It therefore does not directly assign obligations for sale, redemption, import/export controls or taxation in the text supplied. The document contains no schedule of sanctions or enforcement mechanisms. Consequently, while many actors are affected functionally by the need to manufacture, accept, sort, or trade these coins, the instrument confines itself to specification and design rather than operational or transactional rules.

The Determination creates precise, measurable standards; within the supplied text these translate into practical duties for those producing or testing coins and into rights of recognition for specific designs. Key duties and rights that can be extracted from the instrument are as follows.

Duties

• Duty to adhere to the prescribed specifications if producing coins covered by the Determination. The instrument sets standard weights, allowable weight variations, diameters, thickness and edge features for each listed coin (see the numbered clauses 3 to 8). For example, clause 3(4)-(7) states the $1 copper/aluminium/nickel coin has a standard weight of 9.00 grams, an allowable variation of 0.28 grams, diameter 25.12 millimetres and thickness 2.80 millimetres. While the Determination does not recite an enforcement provision, these specifications are the mandatory terms of the Determination as the making instrument under the Currency Act.

• Duty to include the prescribed obverse and reverse designs and inscriptions. Each coin entry contains mandatory wording and imagery requirements. For instance, clause 6(8)-(9) requires the $5 aluminium/copper/nickel coin obverse to bear an effigy of the Queen with the inscriptions "ELIZABETH II", "AUSTRALIA", "1996", and the reverse to bear a representation of Sir Donald Bradman batting together with the inscriptions "SIR DONALD BRADMAN" and "5 DOLLARS". The duty is to strike these texts and images as specified.

• Duty to respect the clause preserving other determinations. Clause 2 imposes a duty on those operating under multiple determinations to recognise that this Determination does not affect other determinations of specifications or design. That creates a coordination obligation in practice: production must comply with this Determination where applicable and with other determinations where those apply.

Rights

• Right to rely on the Determination for specification details. Manufacturers, assay and testing bodies, and coin handlers have the right to use these textual standards as the authoritative reference for weight, dimension and inscription tolerances for the coins expressly covered.

• Implicit right to use the prescribed imagery as legitimate design under the authorising power. The Determination’s specification of obverse and reverse designs confers legitimacy to those designs by recording them in an authorised instrument. The text itself does not assign intellectual property rights or licensing; it records the official design to be used for the 1996-dated coins.

What the Determination does not do in this instrument

• It does not specify penalties or enforcement processes. There are no sanctions, inspection authorities or compliance regimes spelled out in the Determination text. That absence means any duty to comply must be enforced through other statutory mechanisms or administrative practice external to this Determination.

• It does not allocate financial responsibility for manufacture or distribution. No clause in the Determination establishes who bears cost or sets sale prices for specimens or bullion issues.

• It does not set mintage limits, dates of issue or circulation management rules. The Determination restricts itself to physical specifications and inscriptions.

Taken together, the instrument’s duties are primarily technical manufacturing and design duties that are objective and verifiable by measurement (weight, diameter, thickness, edge, inscription). The rights are the authorised use and recognition of the specified designs and the ability to rely on the Determination as the controlling textual standard for those items.

The Determination text supplied contains no provisions that create criminal or civil penalties, nor does it set out any enforcement or inspection regime within its eight substantive clauses. It is purely a technical specification instrument. The absence of penalties or express enforcement steps in the Determination means that any compliance monitoring and enforcement must rely on the broader statutory and administrative framework under which the Determination was made or on separate legislative provisions. The instrument itself does, however, create objective measurement standards that would ordinarily be used as the reference points in any enforcement context.

Specific observations from the text relevant to enforcement and compliance include:

• Objective metrics suitable for verification. The Determination provides detailed parameters for each coin (standard weight and allowable variation, diameter, thickness and edge characteristics). These objective metrics (for example clause 4(5)-(6) for the sterling silver $1 coins and clause 5(5)-(6) for the 99.9% silver $1 coins) make it straightforward for technical testing to determine whether individual pieces conform to the Determination.

• No enforcement clause in the instrument. Nowhere in the instrument is there a clause that prescribes an inspectorate, inspection procedure, sanctions for non-conforming coins, or civil penalties. The text neither authorises seizure nor prescribes remedial steps for coins produced outside specification.

• Enforcement likely external to this Determination. Given its structure, any enforcement against non-conforming production would need to be founded on the Currency Act 1965 itself or other applicable Commonwealth law or administrative powers. The Determination does not include cross-references to enforcement sections of other Acts within its text. The commencement note references the Acts Interpretation Act 1901 ss 46A and 48 for gazettal and commencement, but not enforcement mechanics.

• Weight tolerance differences create discrete quality-control thresholds. Enforcement or rejection criteria would need to respect the variations permitted in the Determination for each coin. For example, the standard weight for the $1 99.9% silver coin is 31.635 grams with a permitted variation of 0.50 grams (clause 5(5)-(6)), whereas the $1 copper/aluminium/nickel coin permits only 0.28 grams variation (clause 3(4)-(5)). A testing or quality-control regime would need to apply the coin-specific tolerance in determining conformity.

• No criminalisation of imitation or counterfeiting set out here. The Determination specifies designs and specifications but does not create offences such as producing unauthorised coins resembling these designs. Any criminal prohibitions would need to be located in the Currency Act 1965 or other Commonwealth criminal statutes; those provisions are not reproduced in this instrument.

In short, the Determination supplies the technical standards that enforcement authorities would use to determine compliance, but it contains no enforcement architecture or penalties itself. Entities responsible for quality assurance, assay, minting controls and acceptance testing must therefore engage with relevant Commonwealth authorities or existing statutory regimes to understand the enforcement consequences of non-compliance. The instrument’s detailed metrics make technical compliance and non-compliance easily ascertainable in a factual inquiry.

The Determination is an instrument made under the Currency Act 1965, specifically under subsection 13A(1) as stated in the introductory material. The instrument itself contains minimal cross-references, but it does reference commencement and gazettal by noting Acts Interpretation Act 1901, ss 46A and 48. The text includes an express non-derogation clause: clause 2 states that “This Determination does not affect any other determination of the specifications or design of a coin,” which controls its relationship with other determinations.

Concrete interactions and cross-cutting implications in the text are as follows:

• Authorising statute. The Determination derives authority from the Currency Act 1965 under subsection 13A(1). The Act and that subsection (not reproduced here) will govern the legal effect, scope and limits of the Determination. Any legal question about the Determination’s operation, its amendability or the legal consequences of non-compliance therefore requires reference to the parent Act.

• Relationship with other determinations. Clause 2 operates as a preservation clause. Practically, this means the Determination should be read and applied alongside other determinations that prescribe specifications or designs for coins. It creates a regime where multiple determinations can coexist, each specifying particular issues, without implied amendment of others by this instrument.

• Commencement and statute interpretation. The instrument includes a note that it commences on gazettal by reference to the Acts Interpretation Act 1901, ss 46A and 48. That linkage sets the date on which the Determination’s specifications become effective, as guided by the general rules for commencement of instruments. If any timing-sensitive entitlements, procurement or production planning depend on the Determination coming into force, they are therefore governed by those interpretation provisions.

• Potential crossover with statutory offences and currency controls. While the Determination is silent on penalties and enforcement, other Commonwealth laws (including provisions within the Currency Act 1965) may criminalise unauthorised manufacture or misuse of currency features, or prescribe legal tender rules. Any such interaction would be determined by the text of those Acts, which are not reproduced in this Determination.

• Property, intellectual property and reproduction. The Determination specifies imagery and inscriptions (the Queen’s effigy, representations of historical figures, monograms such as "HH"). Those images may engage separate regimes (copyright, moral rights, Crown copyright or other intellectual property principles) but the Determination itself does not assert intellectual property rights or licences. Therefore, the operational interplay with IP laws will be external to this Determination.

• Consumer protection and trade laws. The Determination’s explicit statements of metal composition (for instance the 99.9% silver requirement and the inscription "1 OUNCE FINE SILVER" in clause 5(10)(b)-(c)) can interact with consumer protection law if coins are sold on the basis of metal content. However, the Determination does not specify sales or labelling obligations beyond the inscriptions required on the coins themselves.

• Machine and infrastructure standards. The physical specifications will interact with industrial and regulatory standards that apply to coin-handling equipment and currency-processing technology. The Determination may necessitate recalibration of existing hardware or upgrades to accept new edge treatments and weights. Those interactions occur in the operational, regulatory and procurement domains rather than within the Determination itself.

Overall, the Determination is a technical instrument that must be read in the context of the Currency Act 1965, the Acts Interpretation Act for commencement and any other determinations that prescribe coin specifications. Legal effects beyond specification , enforcement, criminal sanctions, legal tender status and commercial obligations , are determined by other legislation and administrative practice not included in this instrument. Clause 2’s non-derogation statement is the Determination’s explicit mechanism for coexistence with other specification determinations.

The instrument as supplied contains the date of making and signatures indicating its origin: it was made on 30 November 1995 by Paul Elliott, Parliamentary Secretary to the Treasurer, acting for the Treasurer. Clause 1 provides its citation as Currency Determination No. 6 of 1995. The text includes a commencement note via the Acts Interpretation Act 1901, ss 46A and 48, indicating that the Determination commences on gazettal.

Within the content supplied, there are no subsequent amending schedules, no notes indicating later variation, and no footnotes that record later revocation or amendment. Clause 2 expressly states that the Determination does not affect other determinations concerning specifications or design; that is a statement of relationship but not an amendment to prior instruments. No clause in the text amends or repeals earlier determinations.

Given the document supplied is a stand-alone determination text, amendment history in the instrument would normally be found either by reference to later determinations that expressly amend or revoke it, or by consolidated instrument versions published in legislative instrument registers. The current text does not record such later changes. The instrument thus appears, on its face, as the original determination issued on 30 November 1995. For a complete amendment history one would need to consult the authoritative legislative instruments register or the Currency Act 1965 consolidated materials, because the Determination itself does not record subsequent changes, if any.

Practical points about the absence of recorded amendments in the text:

• No repeals or supersessions are recorded. The Determination does not include a repeal schedule or an express revocation of previous determinations. Clause 2 prevents it from operating as a de facto amendment to other determination texts.

• No internal amendment mechanism. The Determination does not provide a procedure for modification. Any amendment would therefore require the exercise of the relevant power under the Currency Act 1965 (or a later instrument) by the authorised officer or by legislative amendment.

• Commencement is tied to gazettal. The commencement note flags that effective dates hinge on gazettal practice under the Acts Interpretation Act. That affects how amendment dates would be captured for future variations.

Because the instrument itself contains no amendment trail, anyone needing the authoritative current position should consult the official legislative instruments database or consolidated currency determination records to confirm whether later instruments have modified or superseded any clauses in this Determination.

The Determination as provided contains no reference to litigation, court proceedings, disputes, or judicial interpretations. There are no cases named or cited in the text. The instrument is strictly a technical specification instrument and does not include legal commentary or references to litigation.

Implications of the absence of litigation references within the instrument:

• No recorded judicial testing in the instrument. With no cases mentioned in the text, the Determination’s provisions have not been annotated here with judicial constructions, and any legal questions about scope, validity or application are not informed by case material within the document.

• Potential litigation themes that would arise from the Determination’s content. Absent recorded litigation, one can identify types of factual or legal disputes that could properly be litigated if they occur. These are not cases in the record but are categories of dispute grounded in the instrument’s provisions:

  • Compliance disputes over tolerances. The Determination specifies standard weights and permitted variations for each coin. Disputes could arise if a batch of coins deviates from the specified standard beyond the permissible variation. The instrument provides the numerical thresholds (for example cl 3(4)-(5), cl 4(5)-(6), cl 5(5)-(6)) that would be central to such a factual determination.

  • Design or authenticity disputes. Where the exact obverse or reverse images and inscriptions are specified, disputes could arise about whether a coin is an authorised specimen or a counterfeit. The Determination enumerates the inscriptions and imagery that would be compared in such disputes (see cl 3(8)-(9), cl 5(9)-(10), cl 8(9)-(10)).

  • Product labelling or misrepresentation claims in sale of bullion-species coins. The Determination’s explicit inscription "1 OUNCE FINE SILVER" (cl 5(10)(b)-(c)) could be the focal point of consumer disputes concerning alleged misrepresentation if the metal content or weight is found to be inconsistent with that inscription.

  • Inter-determination boundary disputes. Clause 2’s preservation of other determinations can generate disputes about which determination applies to a given coin type where multiple determinations exist. Litigation could be necessary to resolve whether two determinations are inconsistent and which governs.

• No recorded precedents or case law in the text. Because the instrument supplies none, parties and courts would need to rely on the Currency Act 1965 and any judicial decisions that interpret the Act or other related instruments.

In summary, the Determination itself records no litigation history. The technical nature of the instrument means that litigation arising from it would typically be factual and technical (weight, dimension, design conformity) or procedural (authority to make determinations, interaction with other determinations), and the Determination provides the relevant textual benchmarks for such disputes.

The Determination contains several features that can create practical pitfalls for manufacturers, coin handlers, equipment operators and market participants. These are technical, concrete and directly traceable to the instrument’s text.

• Overlapping diameters with different weights and compositions. Several coin types share identical diameters but have materially different weights and compositions. Example: clause 3(6)-(7) sets the $1 copper/aluminium/nickel coin at 25.12 mm diameter and 9.00 grams weight; clause 4(7) sets a 92.5% silver $1 coin also at 25.12 mm diameter but at a standard weight of 11.49 grams (clause 4(5)). Coin-accepting machines that rely on diameter alone could accept both types but need to distinguish weight and composition. Suppliers and operators must ensure their hardware checks both weight and electronic or magnetic signatures to avoid misclassification.

• Similar inscriptions across distinct coin classes. The obverse specification is identical across many entries: an effigy of the Queen with the inscriptions "ELIZABETH II", "AUSTRALIA", "1996" (see cl 3(8), cl 4(9), cl 5(9), cl 6(8), cl 7(8), cl 8(8)). Multiple coin classes therefore share the same obverse text and date. Users relying solely on obverse inscriptions to distinguish coin types could be misled, particularly where reverse imagery or edge features differ.

• Edge and facet complexity. The instrument prescribes multiple distinct edge treatments: the $1 copper/alloy coin has a 14-segment edge with 7 milled and 7 plain segments (clause 3(3)); the sterling silver $1 coins include one milled edge and one 14-segment edge (clause 4(3)-(4)); the 99.9% silver $1 coin second variant requires a 12-segment edge with 6 coarse milled and 6 plain segments (clause 5(4)); the $5 stainless steel coin requires 24 facets (clause 7(3)). These variations can pose tooling and minting complexity and may cause mechanical acceptance devices to require recalibration to detect or reject different edge signatures.

• Multiple standard-weight tolerances. Each coin class has a distinct allowable weight variation: e.g. clause 3(5) permits 0.28 grams variation for the $1 copper/alloy coin; clause 4(6) permits 0.23 grams for the sterling silver $1 coins; clause 5(6) permits 0.50 grams for the 99.9% silver $1 coins; clause 6(5) permits 0.80 grams for the $5 aluminium/copper/nickel coin. Quality-control programs must be coin-specific; a single blanket threshold would be inappropriate.

• Bullion inscription and standard weight reconciliation. Clause 5(5)-(10) sets the 99.9% silver $1 coins at 31.635 grams standard weight and prescribes the inscription "1 OUNCE FINE SILVER" (clause 5(10)(b)-(c)). A potential confusion arises because one ounce (troy) is a specific mass measure (31.1035 grams for a troy ounce). The Determination sets a standard weight of 31.635 grams; market participants focusing on bullion value and purity must reconcile the instrument’s stated "1 OUNCE FINE SILVER" inscription with the supplied gram weight when comparing to prevailing bullion standards. The Determination, however, states the inscription and the gram weight without commentary or definition; that dissonance is a potential source of scrutiny in bullion markets.

• Repetition of inscriptions with minor textual irregularities in the instrument. The text contains instances where punctuation and spacing are irregular (for example clause 5(10)(a)-(b) contains "the monogram "HH"; and the inscriptions: (i) "C";and (ii) "ONE DOLLAR";"), which could be a transcription artefact in the version provided. Practitioners need to confirm the precise typography and punctuation in the official gazetted instrument to avoid divergence between die tooling and the gazetted text.

• Multiple $5 coin designs with different physical dimensions. Clauses 6 and 7 specify two quite different $5 coins: clause 6 provides a large 38.90 mm diameter coin weighing 28.00 grams, thickness 3.50 mm and a milled edge (clause 6(4)-(7)), while clause 7 sets a smaller 28.12 mm diameter coin weighing 10.60 grams, thickness 2.60 mm and 24 facets (clause 7(4)-(7)). Operators must not assume a single coin profile for the same denomination; procurement of coin handling equipment and packaging must consider both forms.

• Multiple $10 silver coin designs with plain edge and identical metal composition. Clause 8 prescribes two $10 coins both in not less than 99.9% silver, both with plain edges and identical nominal weights and dimensions (clause 8(1)-(7)). They differ only by reverse representation (Betty Cuthbert and Shirley Strickland) and inscriptions (clause 8(9)-(10)). For mints and collectors this creates two visually similar bullion items that require careful labelling and inventory control to avoid misallocation.

• No mintage or circulation status recorded. The Determination provides no guidance on intended circulation or whether coins are commemorative or bullion issues for sale to collectors. If production decisions hinge on whether coins are intended for general circulation or for sale as bullion or collector pieces, additional documentation will be required because the Determination alone does not clarify issuance intent.

• No enforcement or remedy text. There is no provision in the Determination specifying what happens if non-conforming pieces enter circulation or a quality-control batch fails. Entities should not assume remedial measures or penalties are established here; those will require recourse to the authorising statute or administrative protocols outside the determination.

These gotchas are concrete, technical and directly traceable to the determination’s specifications. Parties must therefore reconcile tooling, quality-control, acceptance equipment, bullion-market labelling and inventory practices to the exact language and tolerances used in clauses 3 through 8.

Compliance with this Determination requires operational integration of the specific standards set out in clauses 3 through 8. The following practical steps are grounded in the Determination’s text and identify discrete, verifiable actions for those responsible for producing, testing, or handling the coins.

1. Use the Determination as the authoritative spec sheet for tooling and die creation.

   • For each coin variant, extract the required parameters: composition (where stated), shape (all circular: cl 3(2), cl 4(2), cl 5(2), cl 6(2), cl 7(2), cl 8(2)), edge treatment (milled, plain, segmented, facets), standard weight and allowable variation, diameter and thickness, plus obverse and reverse inscriptions and imagery. Use these as the primary technical inputs when designing dies and production tooling.

2. Implement coin-specific quality-control thresholds.

   • Establish testing protocols keyed to each coin’s permitted weight variation. For example, the $1 copper/aluminium/nickel coin standard weight is 9.00 g with a permitted variation of 0.28 g (cl 3(4)-(5)). The 99.9% silver $1 coin is set at 31.635 g with 0.50 g variation (cl 5(5)-(6)). Quality-control sampling plans must apply the correct tolerance for the specific coin under test.

3. Ensure exactness of inscriptions and imagery.

   • The Determination prescribes the precise inscriptions for obverse and reverse for every coin (for example, cl 3(8)-(9), cl 6(8)-(9), cl 8(9)-(10)). Dies must produce the exact text strings and imagery. Where monograms such as "HH" or inscriptions like "1 OUNCE FINE SILVER" are required (cl 5(10)(b)-(c), cl 8(9)-(10)), confirm the typography, case, spacing and punctuation against the gazetted source to avoid divergence between production and the legal instrument.

4. Respect edge and facet specifications.

   • Tooling must be capable of producing the detailed edge features stated. Examples include: 14 segments with 7 milled and 7 plain segments for the $1 copper/alloy coin (clause 3(3)), 12 segments with 6 coarse milled and 6 plain segments for one 99.9% silver $1 coin (clause 5(4)), and 24 facets for the $5 stainless steel coin (clause 7(3)). Edge-form testing must be part of acceptance checks.

5. Coordinate with coin-handling equipment providers.

   • Given the overlapping diameters and differing weights, coordinate with manufacturers of vending machines, coin validators and coin-sorting equipment to ensure acceptance systems are calibrated to distinguish between coins with identical diameters but different weights or edge profiles (compare clause 3 and clause 4 specifications). Provide technical data packets to equipment suppliers that include diameter, thickness, mass, magnetic properties (inferred from composition), and edge signature.

6. Reconcile bullion inscriptions and standard weight.

   • For coins carrying bullion descriptors (clause 5(10)(b)-(c)), confirm that the face inscription matches the intended bullion standard and that marketing and sales materials correctly reflect the physical gram measurement specified by the Determination (clause 5(5)). If the collector or bullion market requires a troy-ounce labelling convention, reconcile the Determination’s gram weight with international bullion standards in external documentation to avoid misrepresentation.

7. Maintain documentary proof of compliance.

   • Record batch test results showing conformity with the stated standards for weight, diameter, thickness and edge features. Keep die proofs and design files that mirror the inscriptions required by the Determination. Archive gazetted copies of the Determination and any related or superseding determinations, because clause 2 preserves other specification determinations and coordination is necessary.

8. Check for related instruments and statutory obligations.

   • The Determination refers to the Currency Act 1965 as its authorising provision. Confirm whether other legal obligations apply under the Currency Act or other Commonwealth laws (for example, quality-control, legal tender status, or criminal prohibitions on unauthorised reproduction). Clause 2’s preservation of other determinations means that production should be cross-checked against any parallel determinations covering the same or related coins.

9. Confirm commencement and gazettal timing.

   • The Determination notes commencement on gazettal by reference to the Acts Interpretation Act 1901, ss 46A and 48. Ensure production, distribution, or public release schedules align with the official gazettal date. Retain copies of the gazette notice for audit and legal traceability.

10. Engage Treasury or the authorised office for design queries.

    • If a technical ambiguity arises in the interpretation of imagery or inscriptions, engage with the Treasury office or the authorised decision-maker for clarification. The Determination names the Parliamentary Secretary acting for the Treasurer as the maker in November 1995; current administrative responsibility will lie with the office exercising coin determination powers under the Currency Act 1965.

11. Handle inventory and labelling carefully for multiple variants.

    • Because the Determination lists multiple variants of the same denomination, implement strict inventory control and labelling procedures so that the public, dealers and retail operations can distinguish between variants. This is particularly important for the 99.9% silver coins and $10 silver coins where visual designs differ but many other parameters are identical (clause 8).

12. Keep official records of any non-conforming items and escalation protocols.

    • In the absence of enforcement language in the Determination, establish internal protocols for handling non-conforming coins, including quarantine, re-melting or rework, and notification to the relevant Commonwealth authority. Document the decision and corrective action trail to demonstrate good-faith compliance efforts.

These steps follow directly from the Determination’s text and provide a practical compliance pathway. They address production, testing, tooling, labelling, equipment compatibility and administrative coordination with the issuing authority. Entities should also ensure that any commercial representations about composition and weight in sale or marketing materials correspond to the specifications set out in the Determination to avoid contractual or consumer disputes.
