What it does
Currency Determination No. 5 of 1998 is a subordinate instrument made under subsection 13A(1) of the Currency Act 1965. The instrument, signed by the Assistant Treasurer (C.R. Kemp) and dated 16 June 1998, does three concrete things.
First, it prescribes technical specifications for a set of coins by reference to the Schedule in the Determination. Clause 3 states that the Determination "specifies, for a coin having the denomination and standard composition specified in columns 2 and 3 of Part 1 of the Schedule, the standard weight, the allowable variation from that weight, the dimensions and the design specified in columns 4, 5 and 6 of that Part" (clause 3). The Schedule, Part 1, lists individual items (101-107) that identify the denomination, metal composition, standard weight and tolerance, diameter and thickness, and coded design features for each coin.
Second, it amends an earlier instrument, Currency Determination No. 4 of 1998. Clause 5 effects two textual substitutions to clause 3 of that earlier Determination: it substitutes "columns 2 and 3" for "columns 1 and 2", and substitutes "columns 4, 5 and 6" for "columns 3, 4 and 5" (clause 5(a) and (b)). Clause 2(2) treats clause 5 of this Determination as having commenced earlier, on 20 March 1998, while the remainder of the Determination commences on 29 June 1998 (clause 2).
Third, it clarifies scope relative to other determinations: clause 4 states that "This Determination does not affect any other determination of the specifications of a coin." In other words, the instrument operates alongside any existing determinations without purporting to repeal or supersede them.
Mechanically, the Schedule supplies the substantive technical content. Part 1 of the Schedule lists seven numbered items. Items 101-106 are $5 coins with varying compositions and reverse designs (R85-R90), with most in a copper-zinc-aluminium-tin alloy at 20.000 g ± 0.500 g and a diameter 38.90 mm, thickness 2.65 mm, shape S1 and edge E1, and a Queen effigy obverse code O3. Items 105 and 106 are, however, 99.9% silver coins with a higher standard weight (31.635 g ± 0.500 g), larger diameter (40.60 mm) and greater thickness (4.00 mm), and carry edge code E5 and obverse O3. Item 107 is a $100 coin, 99.9% gold, standard weight 10.021 g ± 0.020 g, diameter 25.10 mm, thickness 2.40 mm, with obverse O4 and reverse R91. Part 2 of the Schedule decodes the symbols used in Part 1 (for example S1 means circular; E1 means continuously milled; E5 means plain edge with the inscription "GAMES OF THE XXVII OLYMPIAD" twice, etc.; O3 and O4 describe effigies and inscriptions of the Queen; R85-R91 describe reverse motifs and inscriptions).
