91 Grant or refusal of licence
(1) The Minister must consider the application and:
(a) grant, renew or extend the grant of the licence; or
(b) refuse to grant, renew or extend the grant of the licence.
(2) The Minister may:
(a) require the applicant satisfy specified conditions before
granting, renewing or extending the grant of a licence; or
(b) provide that a licence does not take effect until the applicant
satisfies specified conditions.
