637 Meaning of drug offence drug offence means— (a) an offence against this chapter (other than this part); or jurisdiction and would be an offence against this chapter (other than this part) if the conduct happened in the ACT; or (c) conduct before the commencement of this chapter that would be an offence against this chapter (other than this part) if the conduct happened after the commencement of this chapter.
