61A Objects—pt 4.6 (1) The objects of this part are— (a) to acknowledge that the community regards activities of criminal organisations as a serious and harmful threat to community safety; and (b) to deter the commission of offences connected with criminal groups in a way that is consistent with human rights. (2) The objects are achieved by increasing the maximum penalty for certain offences found to have been committed in connection with a criminal group or while associated with a criminal group.
