71 Matters to be considered by police officer before
requesting consent to forensic procedure
Before a request is made under section 70, the police officer must be
satisfied on the balance of probabilities that—
(a) for a person on whom the procedure is proposed to be carried
out who is not serving a sentence of imprisonment at a
correctional centre or other place of detention—the person is a
serious offender; and
