390 Entrance to cellars etc
The owner or occupier of any premises in or on which there is any
cellar, manhole or other similar place having an entrance that opens
into, on or near a public place shall have and maintain in good repair
a rail, gate, fence or cover effectively enclosing that entrance and
shall not permit that entrance to remain open for longer than is
reasonably necessary.
