[Section 198 Inserted by No. 60 of 2013, s. 12, Applied:01 Mar 2014] If personal service is specified in any proceedings under this Part, the court that requires service may, on application, if satisfied that the person to be served is avoiding service –
(a) make an order for substituted service (and stipulate the method of service); or
(b) order that service or any notice requirements be dispensed with.
