3400 Question referred—parties to proceeding A person is a party to a proceeding under the Electoral Act, division 16.4 (Eligibility and vacancies) if the person— (a) is entitled under the Electoral Act, section 277 (Parties to a referral) to appear in the proceeding; and (b) the person files a notice of intention to respond.
