53 Restriction on paid employment outside a prison The Secretary must not enter into an agreement with a prisoner under regulation 51 if the paid employment— (a) may exacerbate any risk factors relevant to the prisoner's risk of reoffending; or (b) is child-related work within the meaning of the **Working with Children Act 2005**; or (c) would result in the prisoner operating as a sole trader; or (d) is considered inappropriate following a security and intelligence assessment of the proposed employer by the Department.
