7 Separate cells
(1) Each prisoner or detainee is to be accommodated –
(a) if practicable, in a separate cell; or
(b) if it is not practicable to do so, in a cell with no more than 2 other prisoners or detainees.
(2) Each prisoner or detainee is to be provided with a separate bed.
