52 News and educational services
(1) The director-general must ensure, as far as practicable, that detainees
have reasonable access to—
(a) newspapers, radio and television broadcasts and other mass
media (including the internet) for news and information; and
(b) a library or library service.
(2) The director-general may, as part of a detainee’s case management
plan, approve a detainee participating in academic, vocational or
cultural education or training if satisfied it would benefit the detainee
in any of the following ways:
(a) by providing the detainee with suitable vocational skills;
(b) by promoting the detainee’s rehabilitation or reintegration into
society;
(c) by contributing satisfactorily to the detainee’s personal
development.
(3) For chapter 10 (Discipline), participation in education or training
approved under subsection (2) is taken to be an entitlement for the
