192 Nature of disciplinary inquiries
(1) To remove any doubt, an inquiry is an administrative process.
(2) At an inquiry—
(a) the rules of natural justice apply; and
(b) the laws of evidence do not apply; and
(c) evidence must not be given on oath or by affidavit; and
(d) the question whether a detainee has committed a disciplinary
breach must be decided on the balance of probabilities.
