167 Documents to be complete before signing
A licensed dealer must not, in respect of the sale of a motor vehicle,
submit a document to a person for signature unless at the time of
submitting the document:
(a) all material particulars in it have been completed; and
(b) any matter in it which is not relevant to the sale has been
deleted.
