25 Determination of order of candidates' names (1) As soon as practicable after the candidates have been declared for a division, the Commission must determine the order of their names on the ballot papers to be used for the division. (2) The determination must be made by lot in public at the Commission's office or another place in the Territory the Commission considers appropriate.
