40 Quorum of Assembly (1) The Assembly shall not proceed to the dispatch of business unless there be present exclusive of the Speaker at least twenty of the members. (2) Subject to section 18 all questions arising in the Assembly shall be decided by a majority of members present other than the Speaker and when the votes are equal the Speaker shall have a casting vote. (3) The Chairman of Committees shall be the Deputy Speaker of the Assembly.
