11B Meaning of wealth
wealth, of a person—
(a) means property that is or at any time was—
(i) owned by the person; or
(ii) under the effective control of the person; or
(iii) expended, consumed or disposed of by the person; and

(b) includes property owned, effectively controlled, expended,
consumed or disposed of by the person before the
commencement of this section and whether in or outside the
