49 Minister may establish and operate monitoring facilities
The Minister may, on behalf of the Commonwealth: (a) establish a monitoring facility with a view to declaring it to be a Treaty monitoring facility; or (b) operate a Treaty monitoring facility; if the Minister considers it necessary or desirable in order to give effect to Australia’s obligations under the Treaty.
