This declaration imposes price‑transparency rules on Sydney Airport, requiring Sydney Airport Corporation Ltd to notify the ACCC before increasing aeronautical charges (e.g. landing, terminal access, parking) for regional regular public transport flights operating wholly within New South Wales.

Effective from 1 July 2016 to 30 June 2019, it aimed to curb sudden fee hikes by a dominant airport and protect regional airlines connecting smaller NSW towns to Sydney.
