11 Arrangements to use services
> > (1) For the purpose of the exercise of any of the Minister’s functions under the community welfare legislation, the Minister may enter into an arrangement (either in consideration of the payment of a fee or without charge to the Minister) to use the services of any person or organisation.
>
> > (2) For the purpose of the exercise of any of the Secretary’s functions, or any of an employee’s functions, under the community welfare legislation, the Secretary may, with the approval of the Minister, enter into an arrangement (either in consideration of a fee or without charge to the Secretary) to use the services of any person or organisation.
>
> > (3) For the purpose of the promoting of any of the objects of the community welfare legislation, the Minister, or the Secretary with the approval of the Minister, may enter into an arrangement (either in consideration of the payment of a fee or without charge to the Minister or the Secretary) to use the services of any person or organisation.
>
> > (4) This section does not extend to authorising the Minister or the Secretary to enter into a contract of employment, other than a contract of employment on a temporary or casual basis.
>
> > (5) A contract of employment on a temporary or casual basis may be entered into only on such conditions as the Secretary of the Premier’s Department may approve.
