(1) The returning officer may, on the written application of a person who has an interest in the outcome of a CID proposal ballot, appoint the person as a scrutineer for the ballot.
(2) The returning officer may appoint as many scrutineers for a ballot as the returning officer considers necessary to ensure the proper scrutiny of the ballot.
