The Determination rests on a small set of core concepts and drafting devices that determine what it does and how it will be used.

Licence area plan concept: The document is a Licence Area Plan. It identifies licence areas using ABS geographies (Census 6 August 1991) and links each area to a specific broadcast service category and technical specification. The use of ABS collection districts, localities or shire boundaries to define licence areas is explicit in each Attachment heading and in Attachment 1.1. That means service availability is tied to those historical ABS boundaries rather than to contours defined by the transmitter’s radiated field in a particular engineering model.

Service categories and service licence numbers: The plan distinguishes Community services and Open Narrowcasting services. For Community services the plan records a service licence number (for example SL010210 for the Torres Strait community radio service in Schedule One). For the Open Narrowcasting entry in Schedule One the Service Licence No is recorded as N/A, and the Schedule explains that the Broadcasting Services Act 1992 only requires service licences for Commercial and Community services. Thus the plan uses the Act’s licensing categorisation as the basis for whether a service licence number is recorded.

Transmitter specification as regulatory lever: Each transmitter is assigned a Transmitter Specification No (for example TS003475 for the Badu Island FM transmitter in Attachment 2.2). These numbers are the hooks linking the Schedule entries with the technical specifications contained in the attachments. The technical specifications contain the directly actionable parameters for radio engineers and the operator: nominal transmitter site, map grid coordinates, emission (MF‑AM or VHF‑FM), carrier frequency (e.g. 106.1 MHz, 107.5 MHz, 1260 kHz), polarisation, maximum antenna height (commonly 10 m for FM community sites), and maximum ERP (10 W normally; 25 W for the open narrowcasting FM in Attachment 1.3). For the AM service Attachment 1.2 gives "Output Radiation Pattern" as "At all angles of azimuth Elevation 0° Maximum CMF 424 V", a parameter stated in the text of the attachment.

Site tolerance and external technical rules: Multiple attachments contain the same phrase "Site Tolerance: Refer to Technical Planning Guidelines". The Determination therefore fixes nominal sites and coordinates but delegates allowable deviations and planning tolerances to a separate Technical Planning Guidelines document. The Determination does not reproduce those guidelines. Practically, this means implementation of the plan requires cross‑reference to an external engineering/ planning document for site location flexibility.

Population and territorial scale: Each licence area attachment includes ABS population counts from the 1991 Census. The numbers are small in absolute terms (for example many communities have populations in the low hundreds: Badu Island 487, Boigu Island 247, Mabuiag 182, Seisia 105). The inclusion of these figures ties the regulatory instrument to very small, discrete communities and signals a planning approach built around many low‑power, local transmitters rather than a small number of high‑power transmitters covering large populations.

Record structure and cross‑references: The Determination relies on a structured cross‑reference architecture: Schedules list services and transmitter spec numbers; each transmitter spec number is expanded in an attachment; each attachment gives a Licence Area attachment listing ABS boundaries and population. This structure is the means of translating a high‑level policy ("20 community services and one open narrowcasting service are to be available") into operational parameters for each site.

Things not present in the Determination: It does not set out licence conditions or operating obligations beyond technical parameters. It does not specify funding, ownership, or staffing requirements for the community services. It does not include penalties or enforcement procedures in the text of the Determination. It does not reproduce the Technical Planning Guidelines it references. It does not state who pays for infrastructure or for ongoing operations. Those absences matter because they leave several practical implementation details to other instruments or to negotiation between parties.

Direct actors named or implicitly affected by the Determination are limited and specific.

The Australian Broadcasting Authority (ABA): The Determination is made by the ABA and therefore places decision‑making authority in that body for the purposes of this instrument. The ABA determines which services are "to be available" in the licence area and fixes the technical specifications for transmitters. As the issuing authority, ABA is the decision maker for the plan itself (see opening Determination text).

Community radio organisations and prospective community licensees: The Determination records 20 separate community radio services, each with a service licence number where applicable (e.g. SL010183 for Badu Island, SL010184 for Bamaga, through to SL010209 for Yorke Islands). Those entities, and organisations that seek to operate the community services in the specified ABS areas, are the intended operating actors. For community services the Schedule includes a Service Licence No (the note explains that service licences are required by the Broadcasting Services Act 1992 for Commercial and Community services), so community operators will need to relate to those service licence numbers in dealing with the ABA.

Open narrowcasting operator(s): The Determination records a single open narrowcasting radio broadcasting service in Schedule One for Thursday Island (Schedule One table shows "Open Narrowcasting N/A TS004037 See attachment 1.3 Thursday Island"). That entry has N/A in the Service Licence No column and the separate Schedule note explains that this is because the Act only requires service licences for Commercial and Community services. The Determination therefore affects whoever will operate or seek to operate the open narrowcasting transmitter at Green Hill, Thursday Island (technical spec TS004037, Attachment 1.3). Although no service licence number is recorded, the open narrowcasting service still has assigned technical parameters that an operator must meet.

Engineers, spectrum planners and technical contractors: The plan fixes carrier frequencies (e.g. 1260 kHz for the Torres Strait AM service, 103.7 MHz for the Thursday Island FM narrowcasting transmitter, and many FM frequencies between 105.7 MHz and 107.5 MHz across other islands). Transmitter site coordinates in Australian Map Grid format are provided for each transmitter. Technical contractors and spectrum planners who install, tune and certify transmitters must implement these parameters. They must also consult the separate Technical Planning Guidelines for site tolerances because the attachments refer to those guidelines.

Local populations and listeners: The Determination defines licence areas by ABS 1991 Census geography and lists population counts for each area (for example Torres Shire 8,231 persons; Badu Island 487; Seisia 105). Residents and listeners within those ABS boundaries are the target audiences for the community and narrowcasting services made available by the plan.

Regulatory administrators and record‑keepers: The Determination creates a dataset of service licence numbers, transmitter specification numbers and attachments that will have to be reflected in ABA records, and in subsequent licensing or carriage documents. Any mismatch or drafting error in the Determination will affect administrative processes (see "Gotchas").

Those not specified or whose obligations are absent from the Determination: The document does not specify funding sources, ownership of transmitters, or ongoing operational responsibilities. It does not specify the identity of community licensees, nor does it include licence conditions such as content requirements. It does not set out enforcement steps, fines or penalties. Where the Determination is silent on these matters, those details must be found in the Broadcasting Services Act 1992, other ABA instruments, or in contracts and licences executed pursuant to that Act; the Determination itself does not provide those details.

The Determination prescribes a core set of duties and practical operating constraints by reference to the Schedules and technical attachments; it also establishes certain administrative entitlements.

Duty to adhere to technical specifications: For each transmitter the Determination fixes technical parameters that must be used to implement the service. Those parameters are set out in the attachments. Examples:

• Attachment 1.2 (Torres Strait AM community service, TS004279) specifies MF‑AM emission on carrier frequency 1260 kHz and an "Output Radiation Pattern" described as "At all angles of azimuth Elevation 0° Maximum CMF 424 V".
• Attachment 1.3 (Thursday Island open narrowcasting FM, TS004037) specifies VHF‑FM emission, carrier frequency 103.7 MHz, mixed polarisation, maximum antenna height 15 m and maximum ERP 25 W.
• Most community FM attachments (for example Attachments 2.2, 3.2, 4.2, etc.) specify VHF‑FM carrier frequencies in the 105.7-107.5 MHz range, mixed polarisation, maximum antenna height 10 m and maximum ERP 10 W.

The duty to abide by these technical parameters is explicitly recorded in the attachments; the Determination therefore creates enforceable technical boundaries for transmitter construction and operation as the primary rights/duties it sets out.

Duty to respect site tolerances and external planning rules: Each attachment includes the instruction "Site Tolerance: Refer to Technical Planning Guidelines". That creates a duty to refer to and comply with an external set of technical planning rules when determining allowable deviations from the nominal transmitter coordinates. The Determination does not reproduce those rules; compliance requires access to those guidelines.

Service licence entitlements for community services: The Schedules list service licence numbers for Community services (for example SL010210, SL010183, etc). That reflects that Community services are the category for which the Broadcasting Services Act 1992 requires service licences (Schedule note). The presence of a service licence number in the Schedule is an administrative recognition that the service is within the Act’s licensing regime; it is an entitlement in the sense that the service is recorded in the Licence Area Plan as to be made available and has an assigned licence number. The Determination does not print the full licence instrument or its conditions; those rights and duties tied to the service licence will be in the licence instrument (not included here).

Open narrowcasting absence of service‑licence duty: The Open Narrowcasting service at Thursday Island is marked N/A for Service Licence No and the Schedule explains why: the Act only requires service licences for Commercial and Community services. The Determination thus treats open narrowcasting differently on the administrative record. Nevertheless, the open narrowcasting transmitter still has strict technical parameters recorded that an operator must meet.

Duty of geographic boundary: Licence areas are defined by ABS 1991 Census geography as recorded in each licence area attachment (e.g. Attachment 2.1 for Badu Island, Attachment 3.1 for Bamaga). Operators and regulators must use those ABS boundaries to identify the area the licence plan covers. That creates a duty to align operational practice (audience service area, market definition) with the ABS definition used in the Determination.

Absences and limits: The Determination does not set operational obligations that commonly appear in a licence instrument, such as programming/content, local participation, governance or funding requirements. It does not set out revocation, suspension or penalty provisions. Those rights and duties are therefore either absent or delegated to the Broadcasting Services Act 1992 and to specific service licence instruments not reproduced here.

The Determination itself does not include express penalty provisions, monetary fines, or step‑by‑step enforcement mechanisms. The text contains no clauses specifying sanctions for non‑compliance with the technical specifications or the licence area plan. It does, however, carry implicit enforcement implications that follow from its character as an instrument made under section 26(1) of the Broadcasting Services Act 1992.

Absence of penalties in the Determination: A plain reading of the Determination and its attachments shows no penalty clauses, infringement notices, enforcement schedules or administrative sanctions. There is no text describing the process for dealing with a transmitter that exceeds its authorised ERP or that operates on an incorrect frequency.

Delegation to the Broadcasting Services Act 1992 for enforcement: The Determination is expressly made under s 26(1) of the Broadcasting Services Act 1992; therefore any enforcement remedies, suspension or revocation powers, or penalties would be those conferred by that Act and by licence instruments issued under the Act. The Schedule note explicitly ties the service licence entries to the Act's licensing requirement. The Determination does not reproduce or paraphrase those enforcement provisions, so enforcement details must be sought in the Act or in the service licence instruments that flow from the plan.

Technical compliance and regulatory supervision: Although no penalties are specified, the Determination fixes frequencies, ERP, antenna heights and map coordinates which are the normal basis for technical regulation and interference control. Regulators and spectrum managers (not named beyond the ABA in the Determination) would use those parameters to identify unauthorised operations or interference. Practical enforcement therefore relies on technical monitoring and regulatory action under the broader legislative framework.

Operational risk of non‑compliance: Because the Determination provides the technical hook but not the enforcement mechanics, operators face operational risk: if an operator fails to meet a transmitter specification (for example exceeds authorised ERP, installs an antenna at a greater height than 10 m, or operates off the assigned frequency), the direct consequences are not set out here. Remedies and penalties will depend on the relevant provisions of the Broadcasting Services Act 1992 and any service licence conditions. The Determination therefore creates compliance obligations without specifying the enforcement remedies in the instrument itself.

Administrative issues that affect enforcement: Drafting inconsistencies or transcription errors in the Determination (see "Gotchas" below) can create uncertainty about the identity of licence holders, applicable transmitter specification numbers, or match between the Schedule and attachments. Such inconsistencies may complicate enforcement because they affect the clarity of what is authorised.

In short, the Determination sets technical obligations and administrative records but leaves the legal enforcement architecture to the underlying Act and to licence instruments; readers seeking sanction or penalty details must consult those other instruments and statutory provisions.

The Determination explicitly situates itself within a narrow regulatory context by reference to the Broadcasting Services Act 1992 and by using ABS census geography as the geographic baseline.

Statutory basis: The opening paragraph states that the ABA "hereby makes this plan for community and open narrowcasting radio broadcasting services in the Torres Strait area of Queensland, under section 26(1) of the Broadcasting Services Act 1992." That is the single statutory citation included in the Determination. The effect is that the Licence Area Plan is an instrument made under the authority of the Broadcasting Services Act 1992. Any legal effect of the Determination therefore depends on and interfaces with the powers, duties and enforcement provisions in that Act. The Determination itself does not reproduce or restate the provisions of the Act.

Service licensing regime: The Schedule note explains that "N/A = Not Applicable, as the Broadcasting Services Act 1992 only requires service licences for Commercial and Community services." This signals an interaction: where Community services are recorded, a service licence number is provided; where Open Narrowcasting is recorded, no service licence number is listed because the Act does not require one. The Determination therefore operationalises a distinction created by the Act in how administrative records are presented and maintained.

Technical Planning Guidelines: Every attachment that specifies a transmitter site includes the phrase "Site Tolerance: Refer to Technical Planning Guidelines." The Determination thus interacts with an external technical planning rules document that governs allowable deviations and engineering planning tolerances. The Technical Planning Guidelines are not reproduced here, so the full technical regime is split across instruments: this Determination establishes nominal sites and parameters; the Guidelines determine how strictly those nominal coordinates are to be enforced and how to treat minor deviations.

Use of ABS census geography: The Determination defines licence areas with reference to the Australian Bureau of Statistics terminology and to the Census of 6 August 1991. That binds the Licence Area Plan to ABS statistical geography as at a specific census date. The Determination therefore interacts with ABS data and geography when identifying licence boundaries and target populations. That linkage may create anachronisms if ABS geographies or local boundaries change over time; the Determination does not provide updating rules.

Administrative compliance with other regulators: The Determination fixes carrier frequencies and transmitter locations within the national spectrum. Although not named, spectrum coordination and technical licensing typically involve other agencies and national frequency planning frameworks. The Determination’s technical specifications therefore implicitly interact with spectrum management processes and technical coordination functions, but the instrument does not name or describe those bodies or processes.

Absence of interaction detail: The Determination does not reproduce or summarise other legal obligations that typically affect broadcasting, such as content regulation, advertising rules, or community service obligations. Those matters will be governed by the Broadcasting Services Act 1992 and by licence instruments. The Determination therefore operates as a focused spatial and technical plan that needs to be read alongside the Act and any licensing instruments and technical planning documents it references.

Practical consequence: To be fully operational, an entity or regulator must combine three sources: the Licence Area Plan (this Determination), the Technical Planning Guidelines (for site tolerances), and the Broadcasting Services Act 1992 and its licence instruments (for licensing, content, enforcement and administrative duties). This Determination is thus one piece in a composite regulatory architecture.

The document as supplied records a single signed Determination dated 23 July 1996 and includes no textual amendments, consolidations or later version history. The instrument itself does not provide a revision list or note any earlier versions or subsequent amending instruments; there are no marginal notes indicating amendments. Where an instrument is silent on amendment history, the following points are relevant strictly as indicated within the document:

• Date of making: The Determination is dated 23 July 1996. There is no other date recorded on the document for amendment, revocation, or replacement.
• No amending clauses in the text: The Determination does not contain standard amending or transitional provisions (e.g. "this Determination amends determinations of [date]"). There are no references to prior Licence Area Plans that this instrument replaces or supersedes.
• No expiry or review schedule: The Determination does not specify an expiry date, review period, or scheduled reassessment tied to census updates. Licence areas are anchored to the ABS 1991 Census boundaries, but the Determination does not state a mechanism for updating licence area definitions to later censuses.
• External dependencies that may be independently amended: The attachments refer to "Technical Planning Guidelines" and to the Broadcasting Services Act 1992. Either of those external instruments may be amended independently; changes to them could affect the operation or implementation of the Licence Area Plan, but any such changes are not recorded within the Determination itself.

For practical use by administrators and operators, the absence of an internal amendment history in the supplied Determination means that users must check external sources (ABA records, later determinations, or the Broadcasting Services Act 1992) to confirm whether changes have been made since 23 July 1996. The Determination does not self‑report any such changes in the text provided.

The Determination contains no references to litigation, legal proceedings, appeals or court decisions. There are no citations to cases or administrative appeals in the body of the text or in its attachments. The instrument does not include a history of disputes, nor does it record any contested decisions, declaratory relief, or judicial review outcomes.

Because the Determination is silent on litigation, the following must be emphasised based solely on what the document contains:

• No recorded cases: The Determination does not name or cite any court decisions or tribunal outcomes related to this Licence Area Plan.
• No administrative appeals noted: The text contains no description of any appeals process that has been invoked or that has concluded with respect to this plan.
• Reference to broader law: The Determination is made under section 26(1) of the Broadcasting Services Act 1992; any litigation concerning this Determination would therefore be resolved in the context of that Act and the applicable administrative law framework, but the Determination itself does not record any such litigation.

Users requiring knowledge of litigation relevant to this Licence Area Plan must consult external legal databases, ABA administrative records, or court registries, as the Determination provides no litigation history.

The Determination contains several drafting, administrative and practical items that can create ambiguity or operational friction if users assume the document is self‑contained and definitive.

Inconsistent or possibly typographical licence number: Attachment 11.1 lists "LICENCE AREA FOR SERVICE LICENCE No: SL0101097 COMMUNITY RADIO MURRAY ISLANDS, QLD". Schedule Eleven (and Attachment 11.2) consistently show Service Licence Number SL010197. The entry in Attachment 11.1 appears to contain an extra digit ("SL0101097") inconsistent with the Schedule and with the pattern of other licence numbers. This discrepancy is in the text supplied and may be a typographical or transcription error. Administrators and operators should not assume both are equally authoritative; they must verify the correct service licence number with ABA records.

Ambiguous technical metric for AM transmitter: Attachment 1.2 (AM technical spec TS004279) lists "Output Radiation Pattern" and records "At all angles of azimuth Elevation 0° Maximum CMF 424 V". The unit "CMF 424 V" is recorded verbatim but is not defined within the Determination. Engineers and compliance officers must seek the technical definition of "CMF" and understand whether the figure represents a field strength, voltage parameter at a reference point, or another engineering metric. The Determination does not define CMF; ambiguity may affect compliance testing.

Dependence on external Technical Planning Guidelines: Every attachment instructs "Site Tolerance: Refer to Technical Planning Guidelines". The Determination therefore requires access to that separate document to determine allowable deviations from the nominal coordinates and to settle practical siting issues. Without those Guidelines, the site tolerance concept is indeterminate. Practitioners should not assume default tolerances.

Use of 1991 ABS census geography: Licence areas are defined using ABS geographies as at 6 August 1991. Over time ABS boundaries, statistical local area definitions and population figures change. The Determination contains historical population counts and ABS labels that may be obsolete for present‑day planning or for any modern regulatory assessment. Users must be careful when mapping current demographics to these license areas.

Low ERP, small populations and practical viability: Most FM community transmitters are authorised at maximum ERP 10 W and maximum antenna height 10 m. Populations listed for many licence areas are in the low hundreds. There is a risk that service viability, coverage and the economics of operation will be constrained by the low transmitter power and the small audience base. The Determination does not address funding, shared infrastructure, or operational support for licensees.

Administrative cross‑references without replication of licence conditions: The Schedule lists service licence numbers but does not include the text of the licences or their conditions. Users must not assume that the service licence number in the Schedule is equivalent to a full licence instrument; it is a reference that requires follow‑up to obtain the licence text.

Minor formatting and duplication errors: Attachment 16.2 ends with an extra row fragment "| azimuth | |" that appears to be a formatting artifact. Small copy errors like these can erode confidence in the administrative record and may complicate automated ingestion of the Determination into databases.

Open Narrowcasting N/A status: The Schedule explains N/A (Not Applicable) for the open narrowcasting service because the Broadcasting Services Act 1992 only requires service licences for Commercial and Community services. However, the open narrowcasting transmitter still has a transmitter specification (TS004037) and technical constraints (103.7 MHz, 25 W ERP). Operators should not assume the absence of a service licence number removes all regulatory constraints; it only reflects the Act's licensing requirement distinction. Other obligations may still attach outside the service‑licence concept.

No enforcement text in the Determination: The absence of explicit enforcement or penalty provisions in this instrument means readers must consult the Broadcasting Services Act 1992 and any service licence instruments to understand sanctioning mechanisms. Assuming the Determination substitutes for licensing terms would be a mistake.

To move from the Determination’s entries to actual, compliant operation, an operator, engineer or regulator must follow a sequence of concrete steps based on the material in the Determination and on the external documents it references.

1. Confirm identity and licence number

   • Check the Schedule entry for the intended service to confirm the Service Licence No recorded for community services (for example SL010183 for Badu Island in Schedule Two). For any apparent discrepancies (for example the SL0101097 vs SL010197 inconsistency in Attachment 11.1), verify the correct licence number with ABA administrative records before taking critical actions such as tendering for equipment or signing infrastructure contracts.

2. Obtain or review the service licence instrument (community services)

   • The Determination lists service licence numbers for Community services and notes that the Broadcasting Services Act 1992 requires those licences. Operators should obtain the full service licence instrument associated with the number shown in the Schedule to review substantive licence conditions, duration, renewal rules, content obligations (if any) and enforcement provisions. The Determination does not contain these licence terms.

3. Review the technical specification attachment for the transmitter

   • For the relevant transmitter specification number (for example TS003475 for Badu Island), read the corresponding attachment (Attachment 2.2). The attachment provides the nominal transmitter site, Australian Map Grid coordinates, emission type, carrier frequency (e.g. 107.5 MHz), polarisation (Mixed), maximum antenna height (10 m), and Maximum ERP (10 W). These parameters are the primary binding technical constraints.

4. Consult Technical Planning Guidelines for site tolerance

   • Each attachment instructs "Site Tolerance: Refer to Technical Planning Guidelines". Before finalising site selection or making minor adjustments to coordinates or antenna height, obtain and follow the Technical Planning Guidelines referenced. They will specify allowable coordinate deviations, siting clearance rules and engineering assessments required to remain compliant with the plan.

5. Engineering design to the specified carrier frequency and ERP

   • Design transmitter systems to operate at the carrier frequency and within the Maximum ERP and antenna height specified. For FM community transmitters the common parameters are 10 W ERP and 10 m antenna height; for the open narrowcasting FM at Green Hill the parameters are 103.7 MHz, mixed polarisation, 25 W ERP and 15 m antenna height. For the Torres Strait AM service, ensure the MF‑AM transmitter operates at 1260 kHz and conforms to the Output Radiation Pattern specified in Attachment 1.2; clarify the meaning and testing regime for "CMF 424 V" with the ABA or the responsible technical authority.

6. Use the Australian Map Grid coordinates for site certification

   • Each attachment gives an Australian Map Grid zone and Easting/Northing reference for the nominal location. Use these coordinates when certifying the transmitter site location or when seeking planning approvals. Any variation must be reconciled with the Technical Planning Guidelines.

7. Plan for low power coverage and community outreach

   • Recognise the small ABS population counts listed for licence areas and plan station programming, outreach, and sustainability accordingly. The Determination does not provide funding or operational support; community operators should plan budgets, shared infrastructure or partnerships that reflect the limited technical coverage and small audience base.

8. Coordinate with spectrum and interference monitoring authorities

   • The Determination sets carrier frequencies in the 105.7-107.5 MHz range for many FM sites and 1260 kHz for AM. Ensure coordination with spectrum management authorities to avoid interference to other services and to satisfy any national frequency planning obligations. The Determination does not document spectrum clearance processes; seek the relevant national frequency manager or ABA technical guidance.

9. Maintain accurate administrative records that mirror the Determination

   • Record the Transmitter Specification No, Attachment reference, Service Licence No (where applicable) and exact site coordinates for compliance records. Where the Determination contains anomalies (see "Gotchas"), document follow‑up confirmations from the ABA and retain written confirmations of correct licence numbers and technical parameters.

10. Verify enforcement and reporting obligations

    • The Determination does not contain enforcement or reporting clauses. Operators should obtain the service licence text (for community services) and identify reporting, record‑keeping and compliance test frequencies required by the licence or by the Broadcasting Services Act 1992. If required, set up periodic measurements to demonstrate compliance with authorised ERP, frequency stability and antenna height.

11. Seek clarifications for undefined technical terms

    • For terms or figures not defined in the Determination (for example "CMF 424 V" in Attachment 1.2), obtain technical clarification from the ABA or from the Technical Planning Guidelines prior to procurement and site commissioning.

12. Keep licence area boundaries and census references in view

    • The Determination ties licence areas to ABS 1991 Census boundaries and populations. For planning and public information, map those ABS boundaries precisely. If local population or administrative boundaries have changed since 1991, note the distinction and confirm whether any later administrative instrument has altered licence area definitions.

Compliance checklist (practical)

• Verify the correct Service Licence No (for community services) with ABA records.
• Obtain and review the full service licence instrument and any conditions.
• Obtain the Technical Planning Guidelines and confirm site tolerance rules.
• Design and procure transmitter equipment to match the carrier frequency, polarisation, antenna height and Maximum ERP in the corresponding Attachment.
• Certify the site coordinates using the Australian Map Grid reference in the Attachment and lodge any necessary planning approvals.
• Undertake pre‑commissioning measurements to demonstrate compliance with ERP and frequency and retain records.
• Arrange for ongoing monitoring and reporting as required by the service licence or the Broadcasting Services Act 1992.
• Document any queries or deviations and secure written confirmation from the ABA.

Following the sequence above aligns operational practice to the Determination’s technical and administrative framework while recognising that the Determination is one component of the broader regulatory architecture governed by the Broadcasting Services Act 1992 and by external technical planning rules.
