Plain English Summary

1/10 complexity

These regulations are a brief 1928 instrument that extends federal housing assistance to Canberra's development.

What it does

Regulation 2 deems (legally treats) the Federal Capital Commission — the body managing Canberra at the time — to be an "authority" under the Commonwealth Housing Act 1927.
This designation allowed the Commission to access government loans or guarantees to build houses in the national capital.

Why it matters The regulations enabled the federal government to fund residential construction in Canberra during the city's early years, ensuring public servants had accommodation while the capital was being established.

Key point: This is purely administrative. It doesn't create new housing rules; it simply adds the Federal Capital Commission to the list of bodies that could use existing federal housing support.
