70 Driver to be licensed under Motor Vehicles Act 1949 A person shall not drive a motor vehicle while it is being used to carry passengers for hire or reward unless the person: (a) is licensed under the Motor Vehicles Act 1949 to drive the motor vehicle; or (b) is a person to whom section 32 of the Traffic Act 1987 applies.
