Plain English Summary

1/10 complexity

This document is a formal commencement instrument — essentially a legal trigger that sets the start date for other regulations.

What it does:

It activates Schedule 1 of the Social Security (International Agreements) Act 1999 Amendment Regulations 2010 (No. 2) on 1 April 2011.
Those regulations implement a social security agreement between Australia and Macedonia (then officially called the "former Yugoslav Republic of Macedonia").

Who it affects:

People who have lived or worked in both Australia and Macedonia and claim social security benefits (like pensions) from either country.
The two governments, who coordinate which country pays what benefits and avoid double-payments.

Why it matters: Without this instrument, the regulations (and therefore the agreement) would sit on the shelf inactive. This document makes the international agreement legally operational, allowing people to access coordinated pension benefits across both countries from 1 April 2011 onwards.
