Plain English Summary

1/10 complexity

This is a formal notice (a commencement instrument) that switches on new rules implementing a social security agreement between Australia and Slovakia.

What it does:

Sets 1 January 2012 as the start date for Schedule 1 of the Social Security (International Agreements) Amendment Regulations 2011 (No. 2)
This activates the bilateral agreement allowing people who have lived or worked in both countries to coordinate pension claims

Who it affects:

People moving between Australia and Slovakia
Workers who have contributed to social security systems in both nations
Eligible residents claiming age pensions, disability support, or survivor benefits across the two countries

Why it matters: International social security agreements prevent people from losing pension rights when they move overseas and stop 'double dipping' or double taxation. This instrument ensures the Slovakia agreement actually takes legal effect rather than remaining a signed but inactive piece of paper.
