Plain English Summary

1/10 complexity

This instrument sets 1 July 2009 as the official start date for new rules that implement a social security agreement between Australia and Finland.

What it does:

Activates Schedule 1 of the Amendment Regulations, which brings the bilateral agreement into legal force
‘Switches on’ the coordination of pension and benefit systems between the two countries

Who it affects:

People who have lived, worked, or paid taxes in both Australia and Finland
Those claiming age pensions, disability support, or other benefits who need credit for periods spent in the other country
Anyone moving between Australia and Finland who needs continuous social security coverage

Why it matters: Without this commencement date, the international agreement would remain inactive. This ensures people don’t lose entitlements simply because they moved countries, and prevents ‘double dipping’ (being paid twice for the same period by both governments).
