Under the 2011 Clean Energy Act, businesses had to buy permits (called carbon units) to cover their greenhouse gas emissions. In 2013, the government created detailed rules about how to auction these permits to companies.

This 2014 determination scraps those auction rules entirely. It wipes the Clean Energy (Auction of Carbon Units) Determination 2013 off the books.
