99 Circumstances in which carbon units may be issued
The Regulator must not issue a carbon unit otherwise than: (a) as the result of an auction conducted by the Regulator; or (b) in accordance with section 100 (issue of units for a fixed charge); or (c) in accordance with the Jobs and Competitiveness Program; or (d) in accordance with Part 8 (coal‑fired electricity generation).
