Plain English Summary

1/10 complexity

What this is: This document is the official 'start button' for Australia's carbon pricing scheme (the Clean Energy Act 2011).

What it does: Signed by the Governor-General on 7 December 2011, this proclamation fixes 2 April 2012 as the date when the main parts of the Clean Energy Act 2011 come into force. Specifically, it switches on sections 3 to 303 — covering the entire carbon pricing mechanism, including the carbon charge for large polluters and the creation of the Clean Energy Regulator (the government body that runs the scheme).

Why it matters: Without this proclamation, the Clean Energy Act would have remained inactive law — passed by Parliament but not yet in effect. This document made the carbon pricing scheme legally operational from April 2012.
