194 Who can be an evaluator
The following people can be an evaluator:
(a) a registrar of a tribunal;
(b) a deputy registrar of a tribunal;
(c) someone else that a tribunal considers has the skills and
qualifications to be an evaluator and appoints as an evaluator.
