409 Preconditions for grant or renewal of lease to be satisfied (1) A lease must not be granted or renewed under this part until— (a) any fine or other amount required to be paid for the grant or renewal of the lease has been paid; and (b) anything required to be done before the lease is granted or renewed has been done. (2) A lease or a renewal of a lease to be granted under this part must be properly executed by the lessee.
