What it does
This instrument supplies two prescriptive appendices governing hot-air balloon heater endurance testing and the content, format and approval markings of a balloon flight manual. Appendix I sets out an "acceptable means" to satisfy a separate requirement identified as subparagraph 3.3, by prescribing a procedural endurance test for heaters that have modulating power controls. It requires the complete heater system to be installed and tested so as to simulate the actual balloon installation, and it defines a repeatable sequence of power settings, cycle counts, cycle durations and minimum inter-cycle and inter-block intervals. The test must be repeated in ten blocks and the burner must be inspected after each block, with any evidence of defect or malfunction signifying failure (Appendix I, 1.1(a)-(b); 1.2(b); Notes 4-5).
Appendix II prescribes the form and mandatory content of the flight manual that accompanies a balloon, including required sections, unit conventions, language, approval markings and how section 7 (weight and balance) is to be treated for approval. It specifies that the flight manual content shall be based on data determined in accordance with this section, manufacturer’s specifications and procedures, and other data specified or approved by CASA. The manual must be in English, have a protective cover, be readily amendable, and carry an approval mark on each page from CASA except that section 7 is approved separately by a weight control officer or authorised person (Appendix II, 1.1-1.6; 2.1-2.9).
Mechanically, Appendix I sets a reproducible endurance test protocol, including precise cycle counts and minimum timing constraints that together impose a substantial run-time and scheduling requirement for each heater system under test (Appendix I, 1.2(b); Notes 3-4). Appendix II imposes a structured, page‑by‑page approval and content regime for flight manuals, cross‑referencing external certification standards for weight and performance items (Appendix II, 2.2; 2.3). Both appendices operate as acceptable means of compliance and as performance and documentation specifications that CASA will use in approval and certification processes (Appendix I, 1.1(a); Appendix II, 1.2; 1.6).
