What it does
This regulation, the City Renewal Authority and Suburban Land Agency Regulation 2017, is a subordinate instrument made under the City Renewal Authority and Suburban Land Agency Act 2017. It contains two operative provisions: the name of the regulation (s 1) and a single substantive criterion for board appointments (s 3). Section 3 supplies a discrete appointment criterion: "A criterion for the appointment of 1 expert member is nomination of the person by the Minister responsible for the National Capital Authority." That is the only selection criterion set out in the regulation.
The republication materials included with the regulation identify the instrument as SL2017-26 and record commencement arrangements. The register notes that s 1 and s 2 commenced on 21 August 2017 and the remainder of the regulation commenced on 22 August 2017 (Legislation history). The republication preface also records that, at the republication date, the value of a penalty unit for an offence against the law is $150 for an individual and $750 for a corporation (see the republication preface and endnotes). The regulation itself contains no separate penalty clauses; the penalty unit figures are supplied as contextual information in the republication material.
Mechanically, the regulation prescribes one membership-selection requirement: for the appointment of one expert member of the authority board, a nomination by the Minister responsible for the National Capital Authority must be part of the appointment criteria. The instrument does not set out a process for nomination, nor does it define the term "expert member" within its text. The regulation is otherwise silent on procedures, tenure, remuneration, conflicts of interest, or selection panels. The instrument is republished with endnotes that record its legislative and amendment history and provide editorial comments about republication and commencement.
