47 Proper containment of dogs and cats (1) The owner of a dog or cat must properly contain the dog or cat when it is on the premises where it is kept. (a) the person is the owner of a dog or cat; and (b) the dog or cat is not properly contained when it is on the premises where it is kept.

City of Darwin By-laws 2023 24 (4) To avoid doubt, the following matters are not relevant to an offence against clause (2): (a) the time during which the dog or cat was not properly contained; (b) the ability of the owner to properly contain the dog or cat.
