46 Notice of change in address or owner (1) The owner of a registered dog or cat must notify the City of the following events: (a) a change in the owner's address; (b) a transfer of the dog or cat to a new owner. (2) The notice must be given in the approved form within 14 days after the day the event occurred and include the following: (a) the particulars of the animal; (b) the contact details of the owner; (c) in the case of a transfer of the dog or cat to a new owner – the contact details of both the new and former owners. (3) A person commits an offence if: (a) the person is the owner of a registered dog or cat; and (b) the person fails to comply with clause (1) or (2).
