4 Meaning of owner (1) In relation to an animal, owner means any of the following: (a) for a registered dog or cat – the person who is registered as the owner of the dog or cat; (b) the person for the time being in control or possession of the animal; (c) the occupier of the premises, or a part of the premises, where the animal is kept. (2) If an owner under clause (1) is a person under 18 years of age, the owner is taken to be any parent or guardian of that person. (3) In relation to a motor vehicle, owner means the person in whose name the motor vehicle is registered under the following: (a) the Motor Vehicles Act 1949; (b) a law of a State or other Territory that provides for the registration of vehicles. (4) In relation to anything other than an animal or a motor vehicle, owner includes the person for the time being in control or possession of the thing.
