sec.9 Planning
The external boundaries of Brisbane should be drawn in a way that— helps in— the planning and development for the benefit of Brisbane; and the efficient and effective operation of its facilities, services and activities; and has regard to existing and expected population growth.
- (a) helps in— (i) the planning and development for the benefit of Brisbane; and (ii) the efficient and effective operation of its facilities, services and activities; and
