Section 181, as in force before the commencement, continues to apply to the council’s annual report for the financial year starting on 1 July 2019 as if the Local Government Legislation (Implementing Stage 2 of Belcarra) Amendment Regulation 2019 , section 6 had not commenced. s 294 ins 2019 SL No. 229 s 8
