The chief executive must, unless there are exceptional operational circumstances, approve an application for annual leave if it would enable an employee to reduce their annual leave credit below 2.5 years worth of accrued annual leave credit. However, in the case of exceptional operational circumstances, the chief executive must consult with the employee to determine the time (or times) for the annual leave to be taken that is mutually convenient to both CIT and the employee.
