11 Cancellation or suspension of licence
(1) The Administrator may, by notice in writing given to a club which has been granted a licence, cancel that licence if: (a) there has been a contravention of, or a failure to comply with, a condition to which the licence is subject; (b) the club has failed to comply with section 15 or 17; or (c) the club has been convicted of an offence against this Ordinance. (2) The Administrator may, by notice in writing given to a club to which a licence has been granted, suspend that licence if he has reasonable grounds to suspect that: (a) there has been a contravention of, or a failure to comply with, a condition to which the licence is subject; or (b) the club has failed to comply with section 15 or 17, unless in relation to that contravention or failure he has previously exercised his power under this subsection. (3) The suspension of a licence under subsection (2), unless sooner revoked, ceases: (a) if proceedings for an offence in respect of the licence are instituted against the club within 28 days after the suspension—on the completion of those proceedings; or (b) in any other case—on the expiration of 28 days after the suspension. (4) A notice referred to in subsection (1) or (2) shall specify the reasons for the cancellation or suspension.
